Summary As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the manager's individual performance, and available funding. The mission of the Laboratory Engineering Branch is to provide all laboratory engineering support services for the NAS laboratories. Responsibilities The Laboratory Services Division mission is to provide a set of world class laboratories for research, engineering development, test, evaluation and maintenance of air navigation, air traffic management and future transportation system capabilities. Laboratory Engineering (LE) provides Project Management and communications interface to maintain and develop the overall National Air Space (NAS) domain. These activities are coordinated and requested at the Product Change Board (PCB). LE also plans, manages, directs, and coordinates the engineering sustainment and modernization for multiple laboratories/users and the NAS facilities at the William J. Hughes Technical Center. Laboratory Engineering also performs hardware development, system analysis for laboratory enhancement in support of the new NAS systems and R&D Systems, installation, development and testing. The LE manager is responsible for: Providing Project management and communications interfaces to maintain and develop the overall NAS. Systems engineering which provides upgrades and improvement to modernize the laboratories and radar sites Layout and design engineering which provides conceptual drawings of a customer's equipment and radar sites. Drafting which employs state of the art file management software developing and maintaining a repository of drawings Cable management, which designs, installs tracks and maintains all of the interconnectivity cables and records end to end termination information between all of the laboratories at the WJHTC. Floor Tile Management, which maintains and provides a raised flooring system for the distribution of electrical power and grounding, data cabling, IT system cooling and electrostatic dissolution. Individual and organizational performance is typically reviewed periodically by higher level management, usually through status reports and organizational performance measures. Has discretion to ensure the alignment of projects/programs with the tactical (short-term) objectives of the Laboratory Services Division. Typically directs the work of subordinate employees and/or managers for more than one organizational unit/project/program within a major subdivision. Work usually includes a mixture of routine and complex projects/programs based on the objectives of the major subdivision/LOB/SO. Managerial duties typically affect employees and managers in more than one organizational unit/project/program, and include: planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance; coaching and developing employee capabilities; approving leave; and taking, recommending or approving corrective/disciplinary actions as appropriate. Defines, plans, and organizes assigned budget, staff, and other resources to accomplish objectives for more than one organizational unit/project/program. Manages budget and either reallocates resources among organizational units/ projects/programs or requests additional resources, as needed. Performs critical aspects of the budget planning process, including projecting short-term and long-term future needs and justifying resource requirements. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Experience includes: Experience leading multidisciplinary engineering teams working with electrical and mechanical infrastructures for large, secure facilities in a multi-user campus environment that includes applying appropriate electrical, mechanical, and building codes to include planning, design, construction, and acquiring and allocating budget.
