NIC (NIC – New Mexico) is currently seeking applicants for a Project Manager / Business Analyst for our Santa Fe, New Mexico location. Acquired by Tyler Technologies (NYSE:TYL) on April 21, 2021, NIC is a leader in digital government solutions and payments, partnering with government to deliver user-friendly digital services that make it easier and more efficient to interact with government. In this position, you will be responsible for working closely with state agency and NIC New Mexico staff to identify and document project requirements, meet project timelines, test services, and serve as an ongoing point of contact. Qualified candidates is experienced with Internet/software projects, well versed in project testing, possess excellent communication skills, is able to conceptualize, document, and fully test complex projects, and is skilled at developing client relationships while providing superior customer service.

Key Responsibilities:

  • Provide and/or assist with overall project coordination.
  • Execute project management methodology for internal applications and services
  • Interpret business objectives and align project development activity with business priorities and strategies
  • Assist Project Manager in identifying/documenting business rules, functional requirements, system workflows, and project milestones based on design and scope of work
  • Assist with building project specifications, user integration guides, training documents, identifying business processes, and providing recommendations related to proposed solutions
  • Create and/or validate Statement of Works (SOWs), Change Requests (CRs), Enhancement Requests (ERs), etc. based on scope of work.
  • Exhibit creative thinking during the conception of website applications
  • Communicate effectively with internal/external clients to identify needs and evaluate alternative business solutions
  • Must have a strong working knowledge Atlassian Jira and Confluence, and MS Project
  • Lead and conduct website application quality assurance and testing efforts including:
    • Building test scripts
    • Using Postman to build automated test suites for end-to-end tests, regression tests, etc.
  • Possess a general understanding of technology, process engineering and database design
  • Attend regular project meetings as requested to disseminate project status information; work closely with the development team in project coordination.
  • Problem solve and troubleshoot application related issues; identify and understand the issue/challenge of clients and construct counter-solutions; ensure issues are identified, tracked, and reported/resolved in a timely manner.
  • Comfortably communicate with agency partners by phone and in writing
  • Assist customer service support when appropriate and necessary
  • All other duties as assigned.

Experience/Education:

  • Bachelor’s Degree, preferably in Business, or Computer Information Systems.
  • Minimum of two-three year’s job related experience
  • Excellent customer service skills, including exceptional verbal and written abilities
  • Strong leadership, organizational, prioritization and interpersonal skills, combines with effective presentation skills
  • Self-motivated
  • Self-starter; must be comfortable working alone and in a team environment
