Location: 2 Broadway and other locations as required

Hours of Work: 9:00 AM - 5:30 PM (7.5 hours/day) or as required

SUMMARY

Depending on the level, the purpose of this position will assist, contribute, and lead a team of 6 in the technical design, development, implementation and support of the Automated Timekeeping System (ATS) IBM AS400 COBOL CL application, MS Access/Vb.Net based Check Printing, crewing, pension and time & attendance client server systems. The position will prepare and coordinate system deliverables for various disciplines such as programming, systems analysis, change management, interface with AS400 Tech Support and adhoc reporting for DOS, Labor Relations, and all auditing agencies. The position must be able to respond to time-sensitive production issues in a timely and effective manner in a critical 24/7 environment. The position will adhere to MTA IT standards and coordinate in all aspects during AS400 system upgrades and business recovery scenarios. The position must have the ability to recommend modifications and enhancements to existing and proposed system modules and propose alternative solutions. In addition, this position will be responsible for modernizing these legacy applications by transitioning them to UKG Kronos, Peoplesoft, other vendor or more modern platforms. This position will serve as a technical lead and/or project manager on small or large sized projects and may serve as a hands-on technical resource to others.

Level 6
  • Leads in the feasibility analysis for new systems/applications including understanding implications for the current and future architecture to determine how applications and processes can be improved.
  • Serves as a technical lead and/or project manager on small or large sized projects. This includes leading or contributing to the technical design, tracking and resolving technical issues, ensure unit tests are conducted and documented and guiding technical resources throughout the project.
  • Serves as a technical resource on projects that involve multiple technologies, great operational or implementation risks, complex business functionality, and broad implications for the business and/or the IT architecture.
  • Provides leadership and technical guidance on the most complex coding/ development, configuration and implementation efforts to enhance the expertise of colleagues.
  • Establishes systems to monitor the operating efficiency of existing application systems and provides (or arranges for) proactive maintenance to keep systems operational.
  • Ensures technical support and problem resolution for client inquiries and production issue resolution meets business needs, making changes to process as needed. Maintains awareness of projects or changes to other systems that may affect their applications/systems and ensures there is no degradation of service.
  • Develops a long-term plan (3-5 years) for applications and systems in the area(s) supported, factoring in an understanding of future directions of the business area as well as changes in the technology landscape.

  • Ability to independently identify, define, direct, and perform analyses to resolve complex first-time project issues including the analysis of technical and economic feasibility of proposed systems solutions.
  • Ability to analyze complex business and competitive issues and discern their implications for systems support.
  • Ability to manage roadblocks and obstacles affecting tasks, projects, and strategic initiatives.
  • Has designed systems/applications with high level of complexity (e.g. many interfaces, multiple packages, platforms).
  • Recognized as a leader in the design and execution of business solutions, demonstrating a broad understanding of the applications and technical architectures.

Level 6
  • Typical candidates will possess 10+ years of relevant experience and BS in Computer Science or related fields or equivalent experience or an M.S. and 8+ years of relevant experience.
