As such, you will be required to complete a Financial Disclosure Statement that will be provided to you by the New York State Joint Commission on Public Ethics.Summary: This position is responsible for developing, implementing, and sustaining a standards and compliance program that validates the Engineering Department field forces conformance to the rules and regulations of the LIRR and FRA. This effort includes recommending and conducting validation testing as part of a robust quality and safety assurance program, data collection, incident response, investigations, and audit. The Assistant Chief Engineer will work closely with the disciplines with a focus on all aspects of Department work in the fields of operations, signal, track, power, communications, construction, and facilities maintenance for auditing and quality assurance. This includes compliance testing and validation, maximizing efficiencies, and ensuring safe reliable operations. The position is also responsible for all aspects of Engineering Occupational Safety and Environmental Compliance issues and activities. The position, working closely with the disciplines will be responsible to aggregate and provide statistical reports and analysis for the Engineering Department. This information will be used to for process improvement, risk informed reviews to reduce vulnerabilities, improve safety, and provide independent oversight. The position will have direct input to extend and further develop and implement stringent standards for safety, training, and validation of compliance beyond current practices for the department. This position will also support 24/7 weather and extreme event policy development, planning, implementation, and execution. Responsibilities may include but are not limited to:
Lead, develop and sustain a coordinated departmental and inter-discipline standards and compliance program for inspection, maintenance and construction activities that is comprehensive, impartial, and recognizes all critical safety areas and vulnerabilities of the department. Revise and implement as needed to capture dynamic system changes that occur periodically.
Lead and foster a high-performance safety culture to reduce accidents through situational awareness, safety walks, accident analysis and development of remedial measures and implementation of a path forward based on lessons learned from accident investigations. Lead development and implement new safety management programs.
Lead and direct validation testing programs as part of a robust quality and safety assurance program, data collection, incident response, investigations, and audit. Direct random sampling audits, compliance testing program, and reactive incident audits to ensure compliance with LIRR, Federal, and State regulations.
Lead the analysis of performance, failure, and audit data trending to formulate near-term and long-term strategies to ensure compliance obligations are met across all disciplines. Provide statistical reports and analysis for the Engineering Department. Identify, analyze and provide recommendations pertaining to all critical business issues for the Engineering Department.
Support Engineering Department budget with headcount needs planning, development, and justifications based on coordinated work planning process for assurance and internal control activities.
Advise on all Federal, State and LIRR regulatory requirements and interfacing with other departments (safety, public relations, Transportation) and outside agencies, National Transportation Safety Board (NTSB), Public Transportation Safety Board (PTSB), regarding safety matters.
Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees. Review performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
Ensure a safe working environment and adherence to guidelines of company safety policies and procedures. Lead by example.
Perform other assignments as requested by Senior Management. Assist and support weather and extreme event policy development, planning, implementation, and execution.
Qualifications:
A)
Bachelor’s degree in Engineering/Business or related field. Demonstrated, directly related, equivalent experience and education may be considered in lieu of the degree, subject to approval.
Must possess progressively responsible, professional management experience.
Extensive understanding of engineering principles as they apply to all Engineering disciplines.
Extensive understanding of regulatory requirements as they apply to railroads.
Must possess the proven ability to effectively manage a variety of subordinates with diverse technical background and experience associated with each of the railroad engineering disciplines.
Must possess working knowledge with principles and methods of signal and right-of-way maintenance standards and regulations
Must be versed in applicable Safety Regulations & Environmental compliance requirements.
Must possess and demonstrate an in-depth knowledge of the LIRR and Engineering Department operations.
Strong understanding of company/department operations, policies and procedures.
Must possess knowledge and understanding of operating rules and other LIRR disciplines
Must possess knowledge of QA techniques.
Incumbent must have the ability to lead and influence change with a considerable level of maturity and flexibility to successfully develop and motivate the organization and staff.
Must possess superior planning, analytical, problem-solving skills.
Experience in development of budgets, headcount projections and production goals as they relate to each other.
Proficient computer skills with working knowledge of various Windows applications.
Strong business administrative skills to provide written reports and spreadsheet manipulations.
Ability to establish goals, deadlines, provide direction to staff and coordinate activities with other disciplines, departments and MTA agencies.
Must demonstrate a high level of initiative, professional integrity, and demeanor.
Must be available during non-working hours and during emergencies to provide management support.
B)
Master’s degree in related field.
Knowledge and experience in railroad signaling.
Knowledge and understanding of rail and safety incident investigation procedures and investigative interviewing.
Knowledge and experience with auditing and validation of data.
