COMPENSATION Earnings Potential: $129,643 - $170,157 Hay Points: 1142 Overtime Eligibility: Not eligible for paid overtime in accordance with FLSA RESPONSIBILITIES The AVP, Operations Support-Central Control Unit, under the direction of the Vice President of Maintenance and Operations S upport provide s high level of oversight of highest level of command, direction, oversight, support, and supervision for the overall policy, practice development, implementation and will oversee all aspects of B&T’s operations to ensure that mission and goals are met both within Bridges & Tunnels and the entire MTA organization. The AVP, Operations Support-Central Control Unit, is responsible to direct and oversee the day-to-day activities as well as long and short-term projects with respect to all transactional financial processing, time and attendance operations and employee payments. This position controls all changes regarding time reporting codes, earnings codes, pay rules as dictated by collective bargaining agreements (CBA’s) while ensuring all department timekeeping coordinators and payroll processors adhere to corporate policies and procedures. The incumbent will also ensure all accounts payable vouchers, forms, GL and accounts receivable transactions are processed in a timely manner and within quality. The AVP, Operations Support-Central Control Unit, will ensure data is submitted on time to banking institutions for established employee pay dates resolving variances to avoid errors with employees' wages/payroll. The position is accountable for the integrity of all related operations and activities and for the timely submission of all payroll deductions (ex: Taxes, Union Dues, Deferrals) to their designated recipients. In addition, this position will establish and continually review internal controls to ensure policies and procedures are applied, work effectively while significant risks are mitigated. This position will also design internal auditing procedures and ensure that they are followed on all TBTA policies and procedures. The incumbent will take the lead in the MTA overtime action plan committee, MTA overtime task force committee, MTA employee availability committee, TBTA system migration, MTA dashboard committee, and other TBTA transformation-related functions. The incumbent will also take the lead in oversight of TBTA's reporting related to staffing, attendance, overtime usage, availability, payroll, budget, and compliance. The incumbent will provide detailed statistical data analysis that supports and impact executive decision-making, labor negotiating, budgeting, and agency's performance in personnel services (PS) and other than personnel services (OTPS). The position will be tasked with obtaining expert knowledge of the operational and business process rules embedded in the Kronos Timekeeping System and people soft to support the scheduling, personnel management, payroll, and timekeeping needs of the facilities and departments. Responsibilities include working closely with B&T uniformed, operational and administrative management, Labor Relations, Legal department, the Office of Management and Budget, Human Resources, and BSC Payroll to ensure that over 1500 employees’/20000+ retirees, time is accurately recorded and charged or bought back in accordance with collective bargaining agreements, stipulations, and past practices. A thorough knowledge of Business Operations and procedures is required to successfully carry out the responsibilities of this position. Expert knowledge of CARS, Roll Call, Flogs, Kronos, PeopleSoft, and Hyperion, and excellent problem-solving, analytical, and project management skills are required. Demonstrated ability to restructure processes where necessary. This position will oversee the management of and ensure the adherence to all policies, procedures, and mandates from Federal, State, and Authority entities that impact the agency’s operation. The position will serve as the lead in approving and closing the agency's bi-weekly payroll (182 million (approx.) annually), special payrolls, OCCRs (off-cycle check requests), Pay adjustments, Retro payments, employee leave, and Final pay to the retirees. QUALIFICATIONS Bachelor’s degree from an accredited university or college, with a preferred concentration in Business, Accounting, Finance, Information Technology, Labor Relations, Human Resources, or a related field Minimum 15 years of progressive finance and accounting experience, including at least 7 years in a department head and/or managerial and/or project manager role in a large, multi-faceted, fast-paced organization or governmental body preferred Must possess recent related quality assurance and /or audit experience in positions with increased responsibility High level of proficiency with the entire MS Office suite, including high-level functionality in Word, PowerPoint, and Excel. Expert knowledge in Kronos timekeeping system Working knowledge of PeopleSoft Must possess prior experience with process re-engineering and /or audit reviews of corporate functions Must possess experience implementing new procedures, systems and processes. Working knowledge of applicable collective bargaining agreements and work rules Financial experience, including leadership roles in financial/operational services, coupled with diversified experience in financial reporting, forecasting, planning, payroll, and ad-hoc related analyses Proven skills in project management to transition from various legacy financial systems under a compressed schedule Excellent oral and written communication skills capable of forging professional partnerships with other agencies and external customers required Proficient in motivational techniques to enable staff to collaborate and unite to execute tasks that ensure smooth migration to a new financial application platform Knowledge of payroll systems – particularly people soft and Kronos is preferred.
