The Chief, IT Architect is an IT executive management position responsible for a portfolio of highly technical IT functions central to the successful provision of IT services across the MTA. This position reports directly to the Chief Technology Officer (CTO).

The position focuses on a substantial subset of the IT technical vision and is responsible for developing, implementing, and overseeing architectural standards for software development and the environments in which the software operates. The position provides direction and oversight in the decision process for software development compliance to the overarching software architecture.

The position, in essence, is the chief technologist for IT at the MTA.

Responsibilities:
  • Identified industry-wide as a necessary major component of an IT organization, it is important that MTA's IT have a strong presence in this discipline as the broadly defined MTA IT (i.e. all IT systems and structures across the entire MTA including MTA Headquarters and its operating agencies) embarks on very major efforts to upgrade and consolidate systems, introduces new technologies, supports new definitions of workplaces, and addresses the many operational systems throughout the MTA that are under the direction of the MTA agencies.
  • This position provides a high level of technical direction including planning, conducting research, and developing and overseeing a variety of operations including proof of concepts, software prototyping, and compatibility tests and analysis, etc. necessary to design and maintain the MTA's software architecture. The position also ensures that there is compliance with the standards as new software, and environmental supports are acquired, developed, implemented and maintained.
  • The position will review technology objectives for operational technology (OT) programs and their resulting technology requirements, and make recommendations accordingly. In addition, it will develop and establish technology architecture and standards for OT programs in their early stages.
  • The position also provides an important leadership role in the MTA IT organization and will directly lead the software, systems, infrastructure, and cloud architect teams, as well as directing multidisciplinary technical teams (ad-hoc, ongoing, and project-based) necessary to ensure that the MTA has followed structured design processes and methodologies that will lead to long-term stability and success.
  • The position will lead the development of high-level and low-level architecture designs, including recommended technology and security controls in support of the Office of Cybersecurity.
  • The position works with MTA agency executives and staff in reviewing the MTA's hundreds of existing business and operational systems and developing an overall technical roadmap and specific roadmaps. Such roadmaps will include plans for moving, upgrading, replacing, and consolidating MTA's applications so that they will be more stable, more modern, more integrated, and more cost-effective, and most importantly, more responsive to the MTA's business needs. The position will then maintain such roadmaps, and lead efforts to achieve the targets set.
  • The position works with industry leaders, professional organizations, peer organizations, software publishers and other IT manufacturers and vendors, and others, as appropriate, to ensure that the MTA has the best information available and necessary to achieve desired goals and objectives.
  • The position works closely with the CTO and the IT senior management as MTA IT's lead technical executive and provides ongoing broad and specific structure, direction, guidance, and assistance across the MTA's entire IT portfolio.
  • The skills and knowledge of this position must span multiple architecture domains (e.g. Application/solution architecture, Technical/Infrastructure architecture, Information/Data Architecture & Business Architecture, IT Security architecture) required to ensure balanced solutions. As a senior IT leader, this position is expected to influence the organization and work independently with senior business and IT leaders while acting as a mentor and role model.
  • The position has primary accountability for aligning technology and the overall direction of IT through strategic planning and evaluation; effectively aligning IT activities with individual agency business requirements and the forward-thinking objectives of the MTA enterprise as a whole.

Experience and Education Requirements
  • A Bachelor's degree in Computer Science, Business, Information Services or related field.
  • Master's Degree in related field preferred
  • Minimum twelve (12) years of information technology experience required.
  • Minimum ten (10) years of experience managing a cross-functional team for various sized projects, preferably with the experience being in an IT environment directing and leading IT and related professional staff.
  • PMP Certificate from credible organization such as Project Management Institute is preferred.
  • Comprehensive and proven knowledge of IT processes and methodologies.

Qualifications:
  • Extensive IT technical knowledge and experience, especially in the applications domain.
  • Knowledge and experience in Operational Technologies (ICS/SCADA) is preferred
  • Experience in transportation systems technologies such as Positive Train Control (PTC), Communication Based Control Systems (CBTC), signaling systems, power traction and other safety and security systems within the transportation OT environments is desirable
  • Knowledge of framework implementation and architecture design compliant with IEC62443
  • Executive experience, preferably in a high performance team environment with demonstrated achievements in handling a complex IT operational environment.
  • Exceptional leadership skills, including the ability to motivate, coach and direct a team of seasoned senior managers.
  • Experience creating and leading teams to develop (various) architectures.
  • Must have the ability to build strong interpersonal relationships and develop the trust and confidence of various levels at the MTA and its operating agencies.
  • Excellence in communications and issue escalation/resolution with executive leadership.
  • Exceptional presentation and facilitation skills with extensive cross-group coordination at all level.
  • Ability to fit in with the constant shifting needs and demands of the organization.
  • Negotiation, problem-solving and conflict resolution skills are essential.
  • Ability to develop strategies to balance stakeholders competing goals and objectives.
  • Extensive financial/budgeting planning and management experience.
  • Exceptional experience navigating through the politics of a large multi-tiered, multi-agency public sector organization.
  • Demonstrate an understanding and ability to effectively and consistently administer Corporate Policies and procedures.
  • TOGAF practices and/or Design Thinking experience.
