Visit our website at nyc.gov/dcas to learn more about the work we do.The New York City Department of Citywide Administrative Services (DCAS), Human Capital Line of Service, Bureau of Examinations performs responsible work in the establishment of qualifications for civil service positions, as well as in the development, validation, rating and administration of competitive civil service examinations, and certification of lists of eligible applicants.The Application Processing & Test Administration Unit operates within the Administration, Customer & Exam Support (ACES) Unit of the Bureau of Examinations. The Application Processing team manages the handling of civil service exam applications, supporting documentation, and payments from candidates. Test Administration oversees the annual exam schedule in DCAS systems, manages exam logistics, and coordinates candidate invitations. They handle special accommodations, materials requests, and organize internal testing events. Additionally, they maintain and schedule approved exam monitors, ensuring sufficient coverage.The Bureau of Examinations seeks to appoint one (1) Tests and Measurement Specialist, Level 3 to serve as the Deputy Director of the Application Processing & Test Administration Unit. The selected candidate will be responsible for, but not limited to, the following:
Assist the team in meeting tight deadlines and managing multiple priorities, providing guidance to improve efficiency.
Collaborate with stakeholders to implement policy changes and ensure consistent communication across all staff.
Assign and upload exam dates and relevant information to DCAS systems, reviewing and updating the schedule on a monthly basis.
Determine the required number of test sessions and select optimal locations for each event.
Ensure timely distribution of exam invitations and related notices to candidates.
Oversee responses to requests for make-up exams and special accommodations from candidates.
Coordinate the preparation and delivery of materials in specific formats for candidates with special requirements.
Manage the recruitment, onboarding, and scheduling of exam Monitors, ensuring sufficient coverage for all events.
Contribute to projects focused on enhancing efficiency and advancing digital processes.
Oversee the timely processing of exam applications and candidate account registrations.
Work with other ACES teams to resolve candidate information discrepancies and follow up with candidates for necessary documentation.
Manage the application fee refund process, ensuring timely and accurate processing of refunds.
Organize staff schedules to ensure adequate coverage during peak hours, maintain fairness, and minimize overtime.
Develop and disseminate monthly and annual exam schedules, coordinating with DCAS IT to keep schedules current on websites and kiosks.
Serve as the liaison for the Online Application System (OASys), working with Exams staff and DCAS IT on troubleshooting and implementing enhancements.
Undertake additional special projects as assigned, contributing to the goals of the Application Processing and Test Administration team.

A master's degree in psychology or a related field from an accredited college including or supplemented by at least 12 credits in any combination of two or more of the following course areas: tests and measurement, statistics, research, personnel psychology, and computers; or
Completion of at least 45 credits towards a master's degree in psychology or a related field from an accredited college including or supplemented by at least 12 specialized credits as described in "1" above; or
A baccalaureate degree in psychology or a related field from an accredited college including or supplemented by at least 12 specialized credits as described in "1" above, and two years of satisfactory full-time professional experience in the development of personnel selection tests; or
Education and/or experience equivalent to "1", "2" or "3" above. However, all candidates must possess a baccalaureate degree from an accredited college and the 12 specialized credits as described in "1" above.
