Title: GeoSpatial Developer

Employment Type: 12 Months Contract

Location: Long Island City, NY – ONSITE FROM DAY 1The GeoSpatial Developer would work on supporting existing and new applications that have a spatial dependency, as well as build tools that facilitate the execution of analytic and mapping tasks often requiring rapid turnaround. The Geospatial Developer would also support the development of data manipulation and storage infrastructure to support automation of analysis, mapping, and reporting within the COVID-19 Response at large. These analyses draw on large, constantly changing, often uncleaned datasets and require expertise with mapping, data manipulation, and data visualization software (e.g. ArcGIS, Python, SQL) and a good understanding of how to build flexible tools that meet diverse end user needs. Specifically, the Geospatial Developer will:
  • Provide leadership and expertise in location-based solutions necessary for mapping and assessing data related to the COVID-19 response and recovery in NYC
  • Design, build and support internal, cloud, and open source systems and tools that are used for mapping, geocoding, and processing geospatial data for COVID-19 and emergency response
  • Acquire, curate, and process geospatial data from diverse sources; perform geospatial data transformations and create interactive output using ESRI and other web mapping technologies.
  • Build, improve, and utilize data and analysis pipelines to improve the quality, comprehensiveness, and efficiency of the COVID-19 response
  • Acquire, curate, and maintain geospatial data from diverse sources; perform geospatial data transformations and create interactive output using ESRI and other web mapping technologies.
  • Create and use SQL databases to improve the team's reporting and analytics
  • Provide technical oversight and guidance for spatial components of applications
  • Create high quality interactive cartographic and data visualization products for internal and external audiences.
  • Coordinate with the appropriate City personnel as required for proper system engineering and integration.
  • Examine the integrity and comparability of data • Create thorough documentation for all work.
Requirements
  • Minimum 3 years' experience as a lead in GIS systems development and deployment.
  • Experience in methods and best practices in GIS systems development and integration.
  • Experience with Esri ArcGIS Desktop, Mobile, Web Products and SDK's,
  • Experience creating mapping components with Javascript, Leaflet, ArcGIS Python APIs
  • Proficient in HTML, CSS
  • Experience with Postgres, Microsoft SQL Server and stored procedures
  • Ability to create spatial datasets and perform geographic data processes using SQL, Python, R and/or GDAL
  • Expertise in geographic concepts (scale, projections, coordinate systems topology, spatial analysis, geocoding etc.)
  • Demonstrated experience with NYC geographic data, NYC Open Data, NYC GeoSupport
  • Strong data management, communication, and quality assurance skills
  • Experience in large scale GIS integration is a plus.
  • Experience with version control (Team Foundation Server or GitHub)
  • Ability to work independently with strong attention to detail and data quality checks
Preferred Qualifications
  • Experience with, Geocoding, Tableau, PowerBI, AirTable, SalesForce, Azure, .NET, TFS, GitHub, Postgres, QGIS, Flask, Microsoft Power Automate
  • Interpreting, analyzing, and drawing conclusions from epidemiological and other public health or publicly sourced data
