Substitution: an associate’s degree may substitute for two years of investigative experience; or a bachelor’s degree may substitute for four years of investigative experience.Investigative experience is defined as independent investigative experience and includes the following activities: interviewing and interrogating witnesses; collecting and analyzing data and evidence; writing and summarizing case narratives; and testifying at administrative hearings and criminal proceedings. Types of qualifying investigative experience: Experience as police detective, licensed and registered private investigator, federal investigator, state investigator, municipal investigator, child protective services investigator, in an investigative position involving trial preparations and detailed reports, or investigations within a branch of the Armed Services. Non-qualifying investigative experience includes but may not be limited to: Routine police patrol work, traffic enforcement, building surveillance, tax collection, collection of delinquent accounts, skip tracing, credit checking, auditing, employment interviewing, hotel or store detective, correction officer, guard, inspector or security related positions, or any other position which does not involve the level of law enforcement investigative, or field investigation described above.Preferred Qualifications:Experience in the direct provision of services which may include the care, review, investigation, assessment, treatment, or case planning for person(s) in facilities or programs covered by the Protection of People with Special Needs Act of 2012, which includes facilities or providers providing care to vulnerable persons within the State Oversight Agencies (SOA). The SOA agencies include the NYS Office of Mental Health, NYS Office for People with Developmental Disabilities, NYS Office of Addiction Services and Supports, NYS Office of Children and Family Services, NYS Department of Health, and NYS Education Department. Duties Description The Internal Investigator 1 assigned to the Schenectady Triage Unit will perform the following duties: Review recommended determinations for abuse and neglect investigations conducted by State Oversight Agencies and their licensed or certified providers. Analyze and collect evidence to establish statutory elements for all allegations of abuse and neglect. Determine if additional evidence or follow-up with a State Oversight Agency is necessary. Evaluate the case record and all evidence to the elements of abuse and neglect to make a fact-based determination. Write concise investigation summary reports to effectively communicate the recommended determination of investigations to appropriate parties. Identify serious systemic issues and contributing factors to an incident and make appropriate internal notifications. Complete Letters of Determination for all appropriate contacts associated with a case. Conduct State Central Register checks for all persons identified as a subject of a report of abuse or neglect. Manage a large caseload while meeting case deadlines. Work within a statewide case management system to record, track and update pertinent case information. Perform duties both independently and in a team setting with internal and external business units. Fulfill other duties as assigned.
