This is an immediate need for a long term, 60 month, contract position based in Albany, NY. This role requires some on site work, candidates should be local or willing to relocate.

Duties/Responsibilities:The OCM Training Lead will be a key contributor to the Organizational Change Management workstream that is a part of the overall project

The Training Lead will manage all stages of the end-user system training program including synchronous and asynchronous training. This includes:

  • The development of a Training Plan for how system training will be approached, using a role-based strategy, developed, and delivered to system users modifying the Plan as necessary for any differences across workstreams.
  • Conduct training needs assessments to define curriculum based on impacts to the policies, procedures, systems, and delivery of services that support SNAP, HEAP, Public Assistance, Medicaid, Child Support, Child Care, and/or Child Welfare programs.
  • Effective engagement of state and local resources along with workstream business analysts to support planning, development, testing, curriculum approval, training delivery to successfully train a system user group.
  • Travel may be required up to 20% - overnights will be limited, mostly day trips to any of the 58 Social Service Districts within NYS, travel by car or train.
  • The consultant is expected to travel during this engagement. Travel may range from 10-25% of the consultant’s time depending on the consultant’s work assignments. Travel will occur throughout New York State and may involve overnight stays depending on the location and the work required; length and mode of travel will vary depending on the work assignment.

Mandatory Qualifications:
  • More than seven (7) years of experience working on complex projects with 2 or more years in a leadership role as a Trainer
  • Minimum of two projects as a Training Lead managing primary stages of an Instructional Design including Analysis, Design, Development, Implementation, and Evaluation.
  • Desirable Qualifications:
  • At least five (5) years of experience in the human service domain in a training capacity (curriculum design, course development, instructor lead, virtual, web-based training delivery, etc.) for functional related positions of SNAP, HEAP, Public Assistance, Medicaid, Child Support, Child Care, and/or Child Welfare programs.
  • Experience on at least two projects supervising the execution of Instructional Design; supervising training assignments, activities, and tasks; managing and resolving training risks, issues, action items and timelines; delivering training for several thousand students using multiple modalities.
  • Three or more years of experience using e-learning software (Articulate, Camtasia, Captivate, or similar). Learning Management Systems (LMS), virtual instructor lead training tools (GoToWebinar or similar), and social learning tools.
  • Strong written and oral communication skills, including the ability to effectively communicate with both technical and non-technical audiences. Experience developing, presenting, and facilitating communications and presentations to various stakeholder groups. Experience with multiple training methodologies and principles of adult learning.
