Detailed Job Description: SSOP is an application that provides accurate, centralized and reliable data to enable the OCFS Bureau of Budget Management (BBM) and voluntary agencies to perform their extensive functional roles more effectively and efficiently. The Statewide Standards of Payment project is utilized by OCFS Rate Setting Unit to fulfill OCFS statutory responsibilities authorized by section 398-a of the Social Services Law to establish Maximum State Aid Rates (MSARs) for foster children cared for in all foster care settings, including congregate care settings. SSOP determines the financing of congregate and foster boarding home programs paid for by local districts and voluntary agencies, which in turn determines reimbursement of State and Federal funds to local districts and voluntary agencies. This position also supports Domestic Violence Rates for OCFS State Aid Rate Unit (SARU). The application is used by agencies overseeing Domestic Violence centers, to record and submit their annual mandated Standards of Payment (SOP) financial data and for the SARU to review, audit, and eventually calculate and publish DV State Aid Rates (DVSAR) for their various programs. This application provides the SARU and Voluntary Agencies (VA’s) with operational efficiencies by automating the current error-prone and labor-intensive paper-based methodology, replacing it with a system that includes a secure centralized database, and email notifications.
