Hours: 9:00 AM - 5:30 PM (7.5 work hours/day) or various as required

This position is eligible for telework which is currently two days per week. New hires are eligible to apply 30 days after their effective date of hire.

Summary

The Product Director for Platform Engineer & Architecture is a management position that is responsible for supervising the Platforms Technology teams providing 24x7 technical and production support of the MTA IT Product Management Platform components. The Product Director works with the architect to create designs for various components of the platform, to meet the platform's goals of achieving scale and extensibility. The Product Director works with a team of engineers to build these components and owns the end-to-end delivery. The role requires an understanding of various technology choices and a deep understanding of NoSQL technologies, distributed computing framework and container-based products.

Responsibilities

Enterprise Product Planning
  • Lead a team of product managers responsible for creating transformation roadmaps with long and short-term plans for new and improved processes and policies. Manage product managers in the development of backlog management and user-story build-out
  • Lead others that will consist of one or more agile coaches, data analytic researchers and other digital transformation personnel

Leadership
  • Provide leadership in development of inter-team communication and cohesiveness; sustain culture and supporting staff during organizational growth/changes.
  • Provide direction on evaluation, selection, implementation and maintenance of information systems, ensuring appropriate investment in strategic and operational systems.

H uman Resource Management
  • Attract, develop, coach and retain high-performance team members, empowering them to elevate their level of responsibility, span of control and performance in conjunction with the IT Workforce Planning & Workload Management office.
  • Build Product manager expertise and competence to meet evolving demands within the Enterprise Product Management unit.

Financial Management
  • Demonstrate consistent understanding of funding, communications and systems; recommend timelines and resources needed to achieve the program goals.
  • Maintain contact with key IT suppliers and collaborates through IT Business Management Services to identify procurement contracts to support program related activities.

Strategy & Planning
  • Create design, develop modules, and coordinate efforts with the Development teams, working on platform architectural implementation.
  • Take initiative in solving complex technical problems and recommend original solutions and design approaches to platform requirements, making decisions between competing solutions
  • Identify emerging trends and tools affecting current and future implementations
  • Work closely with the architect, to ensure conformance with the overall architectural guidelines
  • Collaborate with Product Analysts and Product Managers to estimate and plan work and provide status updates to stakeholders
  • Create a close working relationship with business partners to identify the pain points and provide better services
  • Participates in the development and execution of an enterprise-wide disaster recovery and business continuity plan.
  • Participate in the progression of the development plan to rationalize hardware/operating system platforms on which Middleware related products current reside (i.e. HP-UX, IBM AIX, Red Hat, SLES, Oracle Linux, Windows Server)
  • Participate in the evaluation of new products and technologies, under the direction and guidance of Enterprise Architects
  • Build standards and best practices for the platforms you support
  • Assist software developers with dynamic application features such as authentication, authorization, auditing, configuration management, or debugging middleware applications

Acquisition & Deployment
  • Participate as a Project Manager in implementing and maintaining Enterprise Platforms.
  • Provide direction to staff following the mission of MTA IT department.
  • Direct the development of the analysis required to determine if Information Technology projects should follow a "Build" (develop with in-house staff) or "Buy" (cloud or packaged solution) methodology.
  • Directs the development and implementation of the strategy for rationalizing and integrating applications in use throughout the MTA.
  • Approves, prioritizes, and control projects and the project portfolio as they relate to the selection, acquisition, development, and installation of major applications.

Management and Oversight
  • Develop standards and best practices for all multiple platform systems.
  • Participates in overall business planning bringing a current knowledge and future vision of technology and systems as related to the company's goals.
  • Responsible for monitoring various product progress on Information Technology deliverables insuring that the IT needs of the MTA are met on time and within budget, including identifying weekly, monthly and annual performance targets to show progress on IT product projects.
  • Ensure continuous delivery of product services through oversight of service level agreements with end users and monitoring of product performance.
  • Responsible for the recruitment, development, motivation, training and retention of a diverse and high performing multi-level IT team professionals, conforming to budgetary objectives and Human Resources policy and programs in conjunction with the IT Workforce Planning & Workload Management office.
  • Develop business case justifications and cost/benefit analyses for IT spending and initiatives keeping customizations to a minimum and total cost of ownership down.
  • Manage projects and coordinate with other product lines relating to maintenance and support of the platforms running the applications on.
  • Enforce product lifecycle and documentation within the team.
  • Review technical architecture design documents
  • Manage the effort in troubleshooting hardware and software problems by analyzing a chain of events and applying technical knowledge following established procedures and standards to resolve immediate customer needs.
  • Manage platform engineers in ensuring the remediation of middleware/application components security vulnerabilities to ensure MTA's systems are free of cyber security threats. Oversee daily activities and act as liaison between technical and business teams.
  • Provide infrastructure support, planning and coordination for systems.
  • Provide on-going capacity analysis and planning to determine future projections of hardware requirements and/or configuration changes
Qualifications

  • Advanced knowledge of information, mobile, Voice, Cloud, and Application Development technologies and/or Infrastructure technologies
  • Successful track record in design of software systems to meet the current and future needs of a complex transportation organization OR
  • Successful track record in design and implementation of IT Infrastructure and related hardware and software technologies to meet the current and future needs of a complex transportation organization.
  • Experience in the areas of strategic planning, business planning, data analysis, data reporting, and statistical process control a plus
  • Knowledge of legal and regulatory requirements pertaining to areas supervised a plus
  • Excellent verbal/written communications skills
  • Organizational skill, to manage a complex organization within a complex organization
  • Financial/budgeting planning and management experience a plus
  • Ability to fit in with the constant shifting needs and demands of the business Departments
  • Strong knowledge in designing, implementing, supporting, and monitoring a variety of platform technologies
  • Experience with platform components and REST APIs, to define platform interfaces and boundaries
  • Experience creating a loosely coupled, services-oriented design that can scale for large volumes of data
  • Experience supporting extensibility, to plug new modules or services without requiring re-design
  • Experience working with, and enhancing, Continuous Integration (CI) and Continuous Development (CD) environments.
  • Experience with Open-Source Software around data processing and persistence
  • Firm understanding of multi-tier web-based application architecture and application frameworks
  • Demonstrated strong analytical and problem-solving skills applied within a professional services environment
  • Strong knowledge of vendor interfaces as well as multiple cloud technologies such as, Power BI, Dynamics 365, Red Hat OpenShift Cluster Management, Oracle Integration Cloud, Agile DevOps Administration.
  • Strong estimating and planning skills
  • Should have worked on Agile scrum or Kanban methodology
  • Strong communication and collaboration skills
Education and Experience

A Bachelor's degree in Computer Science, Business Administration, Engineering, Finance, Information Services (or the equivalent of education and progressive responsible experience) plus a minimum of 12 years of Information Technology experience with at least 6 years of progressive IT managerial or leadership experience.
