Mandatory requirements: The Program Manager must possess the following educational and experience requirements: o A bachelor's degree; AND two (2) years of professional qualifying experience OR o A master's or higher degree in social work or related field OR o A master's or higher degree in any other field; AND one (1) year of professional qualifying experience. Qualifying experience is defined as: EITHER i. providing services to children and their families in the inspection, management, or administration of the following assuring compliance for certification or licensing purposes: foster care programs, day care programs, adoption programs, domestic violence programs, youth detention facilities, or other providers of care, support, and assistance to children, OR ii. providing, supervising, monitoring, or administering services for children, adults, and/or their families, such as: providing social casework, case planning, case management, parenting education, family-strengthening services, counseling, crisis intervention, advocacy on behalf of clients, or direct investigation of potential abuse and neglect in one or more of the following settings: human services, juvenile justice, criminal justice, local departments of social services, local voluntary childcare service programs, and/or comparable services. The Program Manager has the capacity, written and oral communication skills, and the facilitation skills to manage this initiative. Duties of the Program Manager Position: Provide monitoring, quality assurance and technical assistance through review of program, data, and fiscal reports, regular communication via email, telephone, and in-person site visits to ensure adherence to program standards and contract requirements; Development of written reports and program summaries; Staying appraised of program requirements through training and research; Responsible for the development of program contracts, approval of performance targets, work plans, program budgets and monitoring of contract spending; Promotion of intra and inter agency coordination; Presentations on various aspects of the work; Review and rating of proposals submitted in response to a Request for Proposal; Representing the unit, bureau, and agency at meetings and workgroups; and Additional duties as needed to support the bureau or unit.
