The Humanitarian Action section of the Emergency and Humanitarian Action Unit (EHAU) is implementing a project to support and strengthen humanitarian leadership at the IRC, funded by the Swedish International Development Agency (Sida). The first year of the project defined humanitarian leadership through a synthesis of a literature review and field-oriented action learning groups with country directors, field coordinators and other humanitarian leaders across IRC functions and teams. The second year of the project, June 2024 to May 2025, will take the definition of humanitarian leadership for the IRC and roll it out across multiple channels to strengthen and support its practice. For example, these channels may include learning and development programs, peer-to-peer exchanges, mentoring and coaching, training, and practical action in selected country programs. Finally, we will review the success of the project and chart a path forward to sustain high-performing humanitarian leadership at the IRC. Job Role The Project Lead, Humanitarian Leadership will lead the development, coordination and delivery of the project outputs and activities, and ensure a framework is established within which to deliver and measure project effectiveness in learning and practice. The role will work closely with the Director, Humanitarian Action (project owner) and the Senior Director, Learning and Development to identify and engage stakeholders, including support and program delivery teams, to integrate the humanitarian leadership concept in learning programs and pathways, implement and test it in operational settings, produce all relevant content and materials, and facilitate knowledge and learning activities. The role will also ensure all business and administrative aspects of the project such as grant management and donor engagement are delivered effectively and on time. Responsibilities The core responsibilities and deliverables, subject to iteration, are: Lead the Humanitarian Leadership Project delivery and implementation. Map IRC’s current approach and implementation of humanitarian leadership capacity and practice against Year 1 findings to identify pathways for integration and development. Create delivery framework for implementing pathways to humanitarian leadership at IRC, including practical action in selected country programs. Deliver and implement the pathways, ensuring production of all relevant learning and instructional materials, facilitation of relevant knowledge and learning activities (including internal and external contributors), and collaboration with program teams to test and build. Ensure an effective measurement and feedback framework is in place and implemented, evaluate project activities, and propose ways forward for integration into business -as-usual or further development Ensure all aspects of the grant are managed on time and effectively and coordinate relevant communications with the donor. Manage and coordinate all stakeholder engagement, consultant contributors and communications related to the project. Key Working Relationships: Position Reports to: Director, Humanitarian Action with a Management in Partnership line into the Senior Director, Learning and Development. Position Directly Supervises: Internal/external contributors if/as assigned. Key Internal Stakeholders: IRC’s Learning & Development team, Humanitarian Access advisors, Humanitarian Principles Advisor, Crisis Analysis team, EHAU P&C team, IRC Country Directors, ERT Country Directors, IRC Regional Leadership, CRRD Leadership. Competencies Proven knowledge of adult learning and development methods and approaches. Excellent project management and stakeholder engagement skills across multiple functions, teams and operational settings. Deep cultural sensitivity and understanding of how to operate and put forward ideas and plans in a global organization with varying contextual needs and across multiple stakeholders. Ability to develop user guidance and learning products and materials and facilitate peer-to-peer learning. Sound understanding of coaching, mentoring and other peer-to-peer approaches. Ability to integrate ideas and concepts into multiple workstreams and business products. Excellent technical and professional writing and communication skills. Ability to effectively engage and utilise subject matter experts and external consultants and advisors as needed. Knowledge and experience of IRC’s people & culture, learning and development and program delivery structures and approaches. Ability to work independently and with multi-cultural and multi-disciplinary teams across different time zones. English fluency required, knowledge of French, Arabic or Spanish preferred. Willingness to travel.
