. SCOPE OF WORK:The services generally consist of providing expert professional technical and advisory management on-site resource services to the WTC Department on a “Call-In” basis to be working out of the Port Authority offices to support operation and maintenance of the WTC Public Safety and Life Safety (PSLS) Radio and to provide coordination with the WTC Stakeholders as described in the Background section, including radio end-users, such as public safety and first responder agencies. These services shall be performed on a Task Order basis in one or more of the following categories in which the Consultant is deemed pre-qualified:It is anticipated that the Consultants individual resources will be working at

115 Broadway, 4WTC, or at other Authority offices as directed by the Authority for daily interaction with the WTC Department’s Projects and Asset Management Division (PAMD) team located there. If directed by the Authority, the Consultants shall perform selected tasks at the Consultant’s offices.Furthermore, the Consultants shall be fully proficient in using radio equipment and software and utilize existing software applications currently used by the Authority including but not limited to MS Office 365 such as Outlook, Word, Excel, SharePoint, and Teams as well as Adobe Acrobat.Radio Management Operations and Stakeholder Coordination consultant responsibilitiesThis consultant will serve as the PSLS Radio Manager and a system-owner representing the department:
  • Coordinate and interact with the stakeholders and work toward achieving stakeholder compliance with stakeholder radio requirements in each building element.
  • Coordinate with stakeholders and system end-users (such as public safety and first responder agencies) to schedule and conduct annual or semiannual system exercises/drills on campus
  • Liaison with and schedule recurring Site-wide PSLS Radio Working Group meetings to maintain communications and to coordinate among PA, the stakeholders and radio end-users of all activities pertaining to public safety and life safety radio communications.
  • Acting as the system owner to provide management oversight of the PSLS Radio system preventive maintenance activities by PA Operations Services Department’s COMSEG Division and audit for timely completion of Preventative and Corrective Maintenance.
  • Coordinate emergency and corrective maintenance with the COMSEG maintenance supervisors
  • Report and escalate any operation & maintenance critical items to the Manager
  • Analyze critical operation and maintenance issues and provide solution recommendations to the Manager.
  • Establish annual budget for PSLS radio system operations and maintenance for PA Manager review.
  • Coordination with the PAMD’s project managers to establish scopes for Capital Projects to maintenance the radio system in the State of Good Repairs, and where necessary to support system improvement and enhancement.
Qualifications
  • Bachelor’s degree in electrical/electronic, public safety planning or communications from an accredited college or university, or equivalent education and work experience is required. Advanced degree is preferred.
  • 10 years of work experience in public safety communications systems in design, construction, system deployment, and/or operation/maintenance of public safety radio systems
  • 10 years of work experience with a public safety agency or police department communication preferred
  • 10 years management experience representing an owner of the public safety radio system
  • Stakeholder coordination experience in a large commercial development is preferred
  • Experience with IBM Maximo is desirable
