Duties include, but are not limited to, the following: Directly supervises and evaluates Examiners in Charge (EIC) throughout all aspects of the examination and reviews progress on ongoing financial examinations; Establishes goals and objectives of site visits to ensure DFS and National Association of Insurance Commissioners (NAIC) accreditation standards and deadlines and communicates the results of such visits to the Field Unit Supervisor and Assistant Chiefs; Establishes and modifies examination priorities to ensure DFS and NAIC accreditation deadlines are met and communicates any modifications to the Field Unit Supervisor and the Assistant Chiefs; Reports statutory and accreditation time frame issues to the Field Unit Supervisor and the Assistant Chiefs; Works with the Company Regulatory Units to identify time sensitive and risk sensitive examinations and prioritize examinations; Ensures that examinations are completed within schedule and documents and seeks approval for necessary extensions from the Field Unit Supervisor and the Assistant Chiefs; Leads pre-examination meetings. Reviews results of pre-examination reviews and approves the examination planning memo which entails the scope of field examinations including critical risk areas; Facilitates Examination Coordination - Coordinates communication between field examiners and office analysts in the Company Regulatory Units, Actuarial Section, Capital Markets, and the Consumer Assistance Unit of CPFED; Arranges for appropriate internal expertise from Capital Markets, Actuarial and Counsel to participate in financial examinations and monitors progress; Directly supervises external consultants to be used on financial examinations by, working with consultants to incorporate their procedures into the examination and Report on Examination and monitors progress; Provides input regarding modifications to procedural standards for conducting financial examinations and coordinated financial examinations in compliance with the Insurance Law, Regulations, Circular Letters and NAIC accreditation standards; Ensures that examination procedures are reflective of potential operational risks of the company and reflects knowledge of how the insurer operates; Reviews monthly and on-site reports submitted by EICs and communicates issues of concern to the Field Unit Supervisor and the Assistant Chiefs; Ensures that Reports on Examination are submitted in an orderly and timely fashion by monitoring report progress during the examination and assuring accuracy and logic when applying Insurance Law, regulations, circular letters, and statutory accounting practices as they relate to Property Companies; Forwards recommendations resulting in violations to the Field Unit Supervisor and the Assistant Chiefs and counsel in a timely manner and monitors progress; Reviews drafts of reports on examination and conducts meetings with company representatives to finalize report findings and coordinates with the Field Unit Supervisor and the Bureau Chiefs, counsel and actuarial regarding recommendations, potential fines and stipulations; Determines and recommends training for staff and evaluates requests for available training; Evaluates the results of training; Ensures that staff are apprised of and following DFS administrative procedures; Communicates orally and through written reports, memoranda, and letters with representatives of industry, the NAIC and DFS staff to elicit information and communicate ideas; Arranges work in a systematic manner, sets priorities, doing critical work first and maintaining records in accordance with DFS and NAIC standards; and Reviews and approves requests for travel, overtime, alternative work schedules and travel reimbursement submitted by staff. Duties Description Appointment method:Candidates must meet the minimum qualifications listed below in order to be eligible for appointment.Non-Competitive: A Bachelor’s Degree in accounting, actuarial sciences, auditing, banking, business, business administration, business and technology, commerce, computer information systems, computer science, consumer sciences, criminal justice, cyber security, econometrics, economics, finance, financial administration, health, health administration, information systems, information systems engineering, information technology, internal controls, international or public affairs, law, market analysis, mathematics, public administration, public policy, risk management, statistics, taxation, or technology and seven (7) years of financial services experience with: 1) a regulated entity who has a regional, national and/or international presence; or 2) a governmental regulatory entity. This experience must include practical and technical knowledge about State, federal and/or international financial services laws, rules and regulations. Two (2) years of the experience must have been at a managerial level. Substitutions: A J.D. or a Master's Degree may substitute for one (1) year of specialized experience; and a Ph.D. may substitute for two (2) years of specialized experience. Additional Comments Salary: The starting salary for this position is $127,433 with periodic increases up to $155,130.Positions located within the New York City metropolitan area, as well as Suffolk, Nassau, Rockland, and Westchester Counties, are also eligible to receive an additional $3,087 annual downstate adjustment.Appointment Status: Contingent PermanentAppointment to this position is pending Governor Appointment’s Office and Division of Budget approval.
