JOB TITLE: Vice President, Deputy Project Executive ( Design & Operations) AGENCY: Construction & Development DEPT/DIV: Delivery/ Interborough Express REPORTS TO: Senior Vice President, Pr o ject Executive WORK LOCATION: 2 Broadway HOURS OF WORK: 9:00 AM to 5:30 AM or as required (7.5HR/DAY) HAY POINTS: 1 708 SALARY RANGE: 1 73,482 to 227,695 DEADLINE: Open Until Filled Summary The Interborough Express would provide a transformative new transit connection between Brooklyn and Queens - providing a direct rail link between Bay Ridge and Jackson Heights in less than forty minutes - with service projected every 5 minutes during the peak. Nineteen (19) stations are planned over an existing 14 - mile rail corridor. The stations will allow for connections up to 17 subway lines and 50 bus routes. The Vice President Deputy Project Executive (Commercial) is responsible for managing the delivery of the Interborough Express in the MTA Construction and Development (C&D) Delivery Department. This position is responsible for project management activities that ensure the Interborough Express is delivered safely, efficiently, on schedule, within budget, and per project documents, contractual requirements, and relevant policies, procedures, standards, and guidelines. The Vice President, Deputy Project Executive (Commercial), is responsible for overseeing the commercial aspects of all Interborough Express-related contracts and contract procurement , including design, consulting, project management, construction, acquisition, and use / operating contracts. This will include the scope of work definition, contract negotiations, amendments, change orders, claim/dispute resolution, compliance, payment, closings , and close-outs. The Vice President, Deputy Project Executive (Commercial), is responsible for managing commercial matters for the entire lifecycle of the project (planning phase through operations) and for ensuring compliance with budget and schedule expectations across all contracts , including developing and using monitoring/projection tools. The Vice President, Deputy Project Executive (Commercial) will also serve as the overall project manager for the Interborough Express – identifying the critical path and key decisions required to keep progressing the project across many disciplines: contract procurement, environmental review, project financing, entitlements, regulatory approvals, acquisitions, design development, and construction. Additionally, the vice president and deputy project executive (commercial) will serve as stakeholder managers for city and s tate agencies and third - party operators . They will participate in community and elected outreach activities. Furthermore , the Vice President Deputy Project Executive (Commercial) monitor s project status, mitigate s risk, and resolves project issues, consulting with and providing recommendations to senior management for critical issue resolution. This position coordinates project delivery activities with C&D and third - party operators and partners and manages staff, contractors, consultants, and agency forces in the safe and efficient execution of capital projects. Responsibilities The Vice President and Deputy Project Executive (Design and Operations) are responsible for successfully managing and mentoring staff to deliver the Interborough Express project. Coordinate project activities through project close-out. Monitor project performance against established baselines and pursue opportunities for improved performance. Identify project issues and risks and ensure timely resolution and mitigation. Recommend solutions to senior management for the resolution of critical issues. Manage project activities to minimize the impact on agency operations and the public. Coordinate project activities with the project team, C&D staff, contractors, consultants, third - party operators and partners, and other stakeholders. Coordinate with third - party operators and partners to ensure that necessary actions, approvals, and resources are in place to support project delivery. Ensure project activities follow established requirements and adhere to all relevant standards, guidelines, codes, regulations, policies, and procedures. Ensure that safety and quality are an integral part of project operations. Manage preparation and monitor implementation of project plans, quality plans, and work plans. Coordinate with Safety and Quality Management staff. Manage project documentation to ensure quality, completeness, and accuracy. Manage and monitor progress against project scope, schedule, and budget. Work collaboratively with Development and Contracts throughout the project lifecycle, including developing project scope, requirements, design criteria, and procurement packages, evaluating bids/proposals, negotiating change orders, and timely completing contractor/consultant evaluation process. Review and approve contract invoices and other project charges based on established procedures. Ensure that expenditures are correct ly charged. Manage comprehensive project document control and retention. Manage the preparation of reports, presentations, research, and studies. Manage the presentation of project reporting and coordination of audit/inquiry responses for MTA and external oversight bodies. Manage staff selection, coaching, training, development, evaluation, discipline/termination as needed. Education and Experience Bachelor’s degree in Engineering, Architecture, Construction or Project Management, Business Administration, Transportation, or a related field. Must have a minimum of fourteen (1 6 ) years of related experience in Engineering, Architecture, Construction or Project Management, Business Administration, Transportation, or a related field. Must have a minimum of ten (10) years in managing construction programs/projects or a supervisory role in a large, multi-faceted organization. Licensed Professional Engineer or Registered Architect desirable. PMP and CCM Certifications are preferred. Significant experience in project management for major construction projects with highly complex systems preferred. Experience leading and managing contractors, subcontractors, or vendors. Excellent communication and interpersonal skills. Demonstrated ability to build relationships and work collaboratively with stakeholders at all internal organizational levels . Demonstrated ability to work in a high-profile, high-pressure environment effectively. Must have focus and ability to deliver results, organizational effectiveness, and continuous improvement. Must be a proven leader as a change agent and creative/innovative thinker to align business goals with solutions to drive process improvements. Must possess excellent team-building , listening, problem-solving, and prioritization skills.
