Job Description: Client is looking for serving as a Construction/Project Manager, delivering field construction management services, and contract surveillance for the Asheville VA Medical Center. Required Qualification:Minimum of 7 years of experience in management of facility construction projects including supervision of engineering, design and construction, schedule control, cost management and program budgeting, and overall project management activities, Professional experience should include strong knowledge of construction documents, as well as superior management and communication skillsField inspections to determine acceptability of workmanship and compliance with plansWorking knowledge of reporting tools and software for the purpose of presenting information in Microsoft tools such as excel, word, plans and design documents Required Education: The Construction/Project Manager(s) shall have at minimum the following:Bachelor's Degree in Construction Management, Engineering or Architecture from an accredited UniversityEducational requirement may be substituted by 10 years of directly related experienceOSHA 30 CertificationValid driver’s licenseStrong communication skills. Fluent in English Preferred Qualifications:Assists the VA Facility Management Staff with the overall management of the construction contractPerforms/documents quality assurance inspections to ensure the construction contractor meets the plans and specifications requirements of the contractAttends and participates in meetings and reviewsEngages in Activity Hazard Analysis discussions and decisionsReviews submittals and RFIs to ensure compliance with the project plans and specificationsReviews as-built drawings, conducts labor standard interviews, ensures compliance with OSHA regulations, and performs inspections of specific processesPrepare daily reports, provides recommendations for work acceptance, and ensure work is in accordance with plans and specifications Other Skills and Knowledge: The Construction/Project Manager must be able to:Performs and documents construction inspectionsEnsures compliance with agreed schedule, plans, safety regulations, and other contract documentsInspects materials for contract compliance and work with contractors to correct deficienciesDelivers surveillance reports on all phases of construction for compliance with plans and specifications in respect to workmanship, materials, installation and construction methods to government personnelVerify contractor payroll accuracy and inspect installed property inventoriesAttends safety meetings, maintains organized files and updated plans, and conduct detailed final inspectionsPrepares and monitors timeliness of correspondence and responds to RFIs and contract discussionsMaintains Government-provided equipment in good conditionReviews Quality Control ReportsFamiliarity with 29 CFR 1926 OSHA Construction Industry RegulationsMonitors deficiency tracking procedures and report findings in daily logsTracks and maintains submittals and RFIs for review and approvalOccasionally attends offsite inspections for fabricated items to ensure contract compliance before shipmentBasic knowledge of all engineering disciplines for hospital constructionStrong verbal communication skills to brief owner during project update briefingsStrong organizational skills to track projects, prepare meeting minutes, and meet required deadlinesMust be familiar with one or more construction management, editing, reviewing software such as Procore, Bluebeam, AutoCAD, others…Most work will be completed during normal business with occasional night, holiday, and weekend requiredMust be able to communicate fluently in EnglishMust be familiar with and able to use the Microsoft Suite of Services, including Teams, Word, Outlook, SharePoint, and basic Excel skillsMust be able to work in all weather conditions, wear appropriate Personal Protective Equipment, walk long distances on rough and uneven surfaces, stand for long periods, lift construction materials to access inspections, climb ladders and scaffolding, and navigate typical civil construction site obstacles
