DESCRIPTION

This position works closely with the PST business unit leaders, regional leaders, functional unit leaders, and the CIO to understand enterprise strategy and priorities - the primary guiding input to the project portfolio. This individual has a strategic role in overseeing and coordinating the entirety of the project portfolio for the PST segment, with the goal of optimizing the value contribution from these internal project investments. This role extends from leading the segment IT team, facilitating agreement on the target investment mix, to planning and facilitating the portfolio structure, conducting analysis and preparing recommendations for portfolio adjustments, packaging and communicating the portfolio plan, delivering & assisting projects/programs, and tracking/measuring results. The individual must be diligently focused on project portfolio investment and optimization by working with projects/programs to increase benefits and reduce costs to drive higher value. The director is a creative and strategic business/technology thinker with vision to assist in shaping the PST IT segment strategy during several years and expressing it in pragmatic, actionable terms, with relative priorities. This becomes the guidance used for project selection and portfolio evaluation and adjustment decisions to ensure strategic alignment of the project portfolio. As a highly visible position with substantial impact, the position requires a blend of business, IT, financial, and executive communication skills. This individual will assume a leadership role in facilitating the identification, analysis, and valuation, and coordinating the execution of all IT project investments for PST. The ideal candidate will have had solid experience in business and IT strategic planning and new business opportunity evaluation including M&A. Familiarity with technology solutions that streamline business processes is highly desirable. Individuals who are successful in this role understand how to deploy multiple management disciplines and techniques synergistically (e.g., value management, human capital management, information management, infrastructure optimization, performance management, communication, governance). This person also assists in building organizational agility by focusing on IT staff empowerment, scenario planning, and effective resource management. This director anticipates and prepares for future business needs based on factual resource and performance data and equips business leaders with decision-quality data and recommendations to continuously optimize the project portfolio of investments. It is important for this individual to develop and maintain strong working relationships with business leaders, IT leaders, program & project managers, key project sponsors, and other project stakeholders.

RESPONSIBILITIES

  • Developing and managing the relationship between IT and other stakeholders with the goal of defining, planning, building, and assessing the IT project investment portfolio
  • Developing, prioritizing, coordinating, and communicating the goals necessary to manage the project portfolio
  • Proactively providing the IT and business communities with information (fueled by input from the enterprise functions) concerning specific business opportunities where technology can enhance the value of the business - and potential portfolio adjustments to exploit them
  • Evaluating, assessing, and aligning project portfolio risk to the needs of the business
  • Serving as a liaison and conduit for information flow between the IT organization, business units, and other stakeholders regarding the project portfolio
  • Assisting the CIO and senior IT and business managers in developing, executing, and communicating IT/business vision, mission, and goals
  • Assisting the business groups in executing and communicating the vision, mission, and goals of the IT/business portfolio
  • Assisting in ensuring timely and effective communication regarding the mapping of IT initiatives to business goals, including presenting complex information to senior IT and business managers outlining the specifics within the project portfolio
  • Working with the IT organization and other stakeholders to develop, prioritize, and coordinate the execution of the project portfolio
  • Identifying the common requirements across projects and coordinating proper leverage of them
  • Maintaining an understanding of enterprise business initiatives and objectives, the various business unit portfolios, and current trends and developments in the technology field
  • Conducting the necessary data gathering and analysis and recommending projects to be put on hold or terminated in favor of focus on other initiatives
  • Analyzing portfolio performance and recommended changes in investment mix to achieve goals
  • Working with potential project sponsors, proactively identifying opportunities not anticipated or requested that will provide a competitive advantage
  • Linking the PMO function and processes with the regional business
  • Support and execution of global process and data best practices
  • Communication across multiple cultures
  • Arranging for the implementation of IT infrastructure - i.e., LAN and WAN installation in line with global standards
  • Ensuring continuity of existing IT services
  • Support the development of regional implementation plans
  • Establishing and managing local end user support structures (Level 1)
  • Performing IT due diligence for potential acquisitions
  • Providing input to and enforce technology & architecture standards
  • Providing input to global infrastructure support and field support design
  • Providing input to global for performance/satisfaction measurement tracking
QUALIFICATIONS

  • Ten or more years of experience in progressively responsible IT positions or relevant areas of business
  • Five or more years of direct management experience
  • Five or more years of budgetary responsibility
  • Experience managing technical professionals preferred
  • Experience managing large projects
  • Experience in a global business environment
  • Experience working with a global PMO to deliver enterprise initiatives such as customer relationship management or ERP
  • Experience working with project-management processes and tools
  • Experience working with project portfolio management processes and tools
  • Five or more years of management experience in which one or more of the following occurred:
    • Demonstrated high competency in the execution of multiple large projects
    • Demonstrated competency in strategic thinking and leadership, with strong abilities in relationship management Gained experience in managing resources to meet goals across multiple projects
    • Gained experience in leading multidiscipline, high-performance work teams/groups o Demonstrated competency in developing efficient and effective solutions to diverse and complex business problems
    • Working experience in Microsoft Office suite
    • Detailed knowledge of E-Commerce, CRM, APS, ERP, BI/KM, Middleware, IOT Smart Products
  • Experience in Strategic planning
  • Working knowledge of value chain business functions
  • International experience a plus
  • Recognized leadership developed through progressive positions of responsibility throughout business or IT organizations
  • Demonstrated ability to develop and maintain strong working relationships with colleagues at different levels of the business and IT groups, up through the most senior levels of the enterprise
  • Ability to establish and maintain a high level of trust and confidence in the business and IT communities • Strong analytical and conceptual skills
  • Strong financial analysis skills and familiarity with financial reporting tools
  • Excellent communication skills, with the ability to clearly communicate vision, mission, goals, and themes to business and IT audiences

  • Demonstrated ability to manage diverse groups of professionals who have expertise indifferent domains
  • Sound understanding of technology and its application to achieve business objectives
  • Good knowledge of business-area activities
  • Demonstrated ability in managing according to a budget
  • Very strong meeting and process-facilitation skills
