- Provides GIS leadership for the planning, design, management, improvement, and maintenance of GIS systems and data.
- Coordinates and monitors daily tasks and provides technical training and guidance.
- Serves as the utility GIS program liaison, technical support contact, and subject matter expert.
- Manages periodic GIS improvement projects and GIS data acquisition surveys.
- Creates and maintains utility GIS standards, procedures, and best practices for data collection, integration, editing, management, and archiving.
- Trains and educates staff regarding the use of GIS and assists with GIS analysis and problem resolution.
- Coordinates communication and data interaction between data sources such as Salesforce, ESO fire software, SAS, and Naviline.
- Performs other job-related tasks as required.
- Thorough knowledge and strong capability with ArcMap 10.X, ArcGIS Pro, ArcGIS Online, ArcGIS Explorer.
- Experience working with the ESRI Local Government Information Module (LGIM).
- Experience with Survey 123, Collector, and other ESRI apps.
- Skill with scripting languages such as Python.
- Experience with water/reclaimed distribution systems, sanitary sewer collection systems, and storm-water systems.
- Ability to read and interpret construction, record, and plat drawings as well as surveys and deeds.
- Ability to effectively communicate complex technical information verbally, in writing, as well as in a simplified form for less technologically oriented staff.
- Ability to create customized reports using GIS.
- Ability to identify business processes that could benefit from GIS.
- Proven research skills and the ability to keep and maintain accurate records.
- Proficient with Salesforce.
- Analytical skills to diagnose and identify solutions that will resolve complex technical problems; Ability to model spatial data including network modeling and/or complex spatial analysis; Ability to exercise good judgment, decision making, and creativity; Ability to work independently and as part of a team; Ability to readily grasp complex architectural environments; Ability to work from general direction in the development of detailed solutions.
- Any combination of education and experience equivalent to graduation from a four-year college with a bachelor's degree in Civil/Environmental Engineering, Geography, GIS, Computer Science, Information Systems/Technology, or related field.
- 5+ years of experience working with ESRI software.
- Experience related to engineering and utilities principles and practices.
- Licensing/Certifications
- Geographic Information Systems Professional (GISP) certification strongly preferred.
- Salesforce certification desired.
- Valid North Carolina Class C Driver's License with a satisfactory driving record.
