Job Summary

Under the direction of the Controller, the Purchasing Officer is responsible for sourcing, negotiating and purchasing materials, goods, and services essential for the college operations.

Essential Duties and ResponsibilitiesDuties and responsibilities include but are not limited to:

Verify all requisitions for proper purchasing procedures, coding, completeness andaccuracy

Process purchase requisitions into purchase orders through the North Carolina E-procurementSystem and approvals through work flow process.

Research items on state contract for faculty and staff and contact vendors to provide quotesfor purchases under $50k.

Create bid documents, maintain the bid process, review specifications, post tabulations and award bids.

Work with the State of North Carolina Purchase and Contract Division/ NC DIT to obtain approvals for bid documentsover$50K.

Train faculty and staff on all purchasing for state contracts, HUB purchasing, the E-procurementSystem, NCID administrator, PCards training and Laserfische work flows.

Prepare, submit and maintain regular reports such as quarterly HUB report, Annual State Purchasing Flexibility Report, monthly Executive order 50 report, annual Dave Report, Compliance Reviews, Yearly Procurement Plan, and public records requests.

Maintain location, buildings and rooms in Datatel/Colleague

Will be required to obtain the North Carolina Contract Manager Certification (NCCM) and the NC Purchasing Officer Certification (NCPO) from the State of NC Division of Purchase and Contract

Related Responsibilities:

Apply the budget code system knowledge to dailyworkflow

Post the Purchasing Manual on the MCC Website and maintain quarterly for all changes tostate regulations.

Must sustain individual progress to ensure the completion of work to meet federal, stateand institutionaldeadlines

Work closely with all faculty and staff in providing training and assistance on purchasingand equipmentregulations

Articulate understandable directions orally and in writtenform

Maintain a professional and positive relationship with students and outsideinstitutions

Maintain an environmentally safe and professional workarea

Perform other duties and tasks assigned by the Controller, the VP for Finance/ CFO or the Presiden

Knowledge, Skills, Abilities, Education and Experience RequirementsQualifications/Requirements:

Minimum Requirements:

An Associate Degree

Two years related experiencepreferred

The equivalent combination of education and related work experience may beconsidered

Experience in a business office settingpreferred

Knowledge of accounting principles andpractices

Ability to schedule and organizeworkflow

Ability to maintain poise under pressure and work efficiently with frequentinterruptions

Ability to communicate effectively, both orally and inwriting

Proficient in the use of Word and Excel to produce accurate, professionaldocuments

Problem solving and analyticalskills

Self-motivated and able to work with littlesupervision

Tact, energy, and resourcefulness in dealing with a variety of situations andpeople

Preferred Requirements:

Two years experience in a community collegesetting

Bachelors Degree

Proficiency in the use of Colleague

Must be able to work flexible and evening hours; must have a valid North Carolina Driver License; must be able to type 50 correct words per minute.
