Job Description:

Responsibilities:
  • Establish, refine, and manage the detailed project schedule and project work plan.
  • Establish and refine the project resource allocations as needed, and manage the resources in an effective and efficient manner.
  • Monitor the project progress and performance with respect to schedule, budget, scope, and quality to ensure both short-term and long-term goals are achieved, identify areas of improvement, and adjust as needed.
  • Assist with the development of the competitive bid procurement (RFP) and the evaluation of the vendor proposals and the contract award.
  • Coordinate with the selected vendor’s project manager to complete work as established in the contract, and ensure vendor compliance with contract terms through the implementation of the AFS solution.
  • Coordinate among internal and external teams to delegate and prioritize tasks, and communicate work expectations and deadlines clearly, effectively, and consistently.
  • Manage the day-to-day work of the client project team, integrate the work of the vendor project team, and manage the overall project through the implementation of the AFS solution.
  • Provide ongoing management throughout the project lifecycle of scope, schedule, quality, resource, communications, stakeholders (internal and external), issues, and risks using industry best practices, techniques, and standards.
  • Create and maintain project documentation defined in the project charter, scope of work, and project management plan.
  • Provide regular project status check-ins, progress tracking, and updates on deliverables with internal teams, external resources, and stakeholders as well as present status to executive stakeholders as requested.
  • Manage internal and external stakeholder relationships throughout the project lifecycle to collaborate and implement resolutions.

Required skills and Experience:
  • Bachelor’s degree.
  • At least five years of proven hands-on project management through the full project lifecycle of enterprise-scale projects, minimum one-to-two years duration, with a scope that includes both IT and business services deliverables.
  • Two of the years of hands-on experience must have occurred within the last three years.
  • Hands-on experience with each of the industry standard project management processes (initiating, planning, executing, controlling and closing) and knowledge areas (scope, schedule, quality, resource, communications, risk, procurement/third-party vendor, stakeholder, and project integration).
  • Experience in the procurement process for complex products and services including developing competitive bid procurements (RFPs) and planning and coordinating the evaluation of vendor proposals that result in a contract award. Experience in government procurement preferred.
  • Experience in working with third-party vendors under contractual obligations and in monitoring their adherence to those obligations.
  • Experience in successfully managing projects that resulted in substantial changes to processes and responsibilities for employees, partners, and customers.
  • Hands-on experience in estimating project work effort, identifying tasks and their dependencies, developing the detailed work breakdown structure and the resulting detailed project schedule, and monitoring progress against an established schedule baseline.
  • Excellent external and internal facing written and verbal communication skills to all levels of staff, including management and executive stakeholders.
  • Proven leadership skills that indicate proficiency in the day-to-day management of teams and their workload and time.
  • Good working knowledge of Microsoft Office Suite and Teams, and in-depth knowledge of Microsoft Projects.
  • Project management Professional (PMP) certification is preferred.

Key Points:
  • Recent hands-on project management through the full project lifecycle of enterprise-scale projects, minimum one-to-two years duration, to include experience with the industry standard project management processes (initiating, planning, executing, control, and closing) and knowledge areas (scope, schedule, quality, resource, communications, risk, procurement/third-party vendor, stakeholder, and project integration).
  • Also note that experience in the project management discipline is more important than experience with different system development lifecycles.
  • Candidates that do not meet this requirement will not be considered.
  • Experience in managing projects that included a component of managing changes to business operations (processes and job responsibilities for employees, partners, and customers).
  • Although there is an IT component to the project, the more significant need for project coordination and management is planning for and managing the changes to business operations as well as managing and communicating with the stakeholders of those impacted organizations.
  • We need coordination, communication, and stakeholder management skills/experience versus highly technical skills/ experience.
  • Experience in working with third-party vendors under contractual obligations.
  • The PM will be responsible for managing the combined project team (client and vendor) and integrating the vendor’s work with the client's work.
  • The PM also needs to have enough knowledge of contracts to ensure that the vendor meets the provisions of the contract.
  • Hands-on experience in estimating project work effort, identifying tasks and dependencies, and developing detailed work breakdown structures and resulting project schedules using a project scheduling tool such as MS Project, then prioritizing, assigning, and monitoring the day-to-day work according to the schedule.
  • The project has a lot of moving parts.
  • If there is not an accurately detailed project schedule, then it will be exceedingly difficult to coordinate the work.
  • Managing the project tasks via MS Excel will not be sufficient for this project
  • Hands-on experience in actively identifying and routinely managing project issues and risks and developing and implementing solutions to address the issues and risks. With all of the moving parts and stakeholders, managing these activities will be key to successfully completing the project.
  • Knowledge of the procurement process for complex products and services including developing competitive bid procurements (RFPs) and planning and coordinating the evaluation of vendor proposals that result in a contract award.
  • The candidate needs to have a basic working knowledge of this process but is not required to have in-depth experience.
