The Business Analyst will work closely with the Project Manager and Software Developers to determine a viable solution for transitioning taxation applications from the Mainframe to a suitable platform. The Business Analyst will be required to understand the business and technical requirements of the various mainframe applications and relay these requirements to the technical staff to ensure the ‘new’ platform can achieve the business/technical needs.

The BA will be responsible for the following phases of the project:• Identification and Planning- this is the phase to determine the impact of the various applications and will be paramount to the overall strategy. The BA will be responsible for meeting and documenting business needs and requests in relation to this project. • Preparation and Transition- the BA will be expected to provide guidance to the developers and DBA’s so the data can be prepped for movement or archival. As well as, ensuring the applications will work once data is moved. • Movement – BA will have a role in coordination of data/process movement activities. Specifically, they will need to know what processes and data needs move sequentially. In addition, will support business in the testing effort. • Post “Go Live” – BA will play a vital role in ensuring that stakeholders have everything they need by testing during ‘go live’ activities and supporting the business users post ‘go live’

During the interview process with the TAX staff, the resource consultant must demonstrate competence/experience in their specific area(s) of project assignment. The resource’s experience must also be documented for review and verification. Offered resources not showing technical or functional competence/experience will be sufficient reason to reject the Offeror’s proposal. It is the responsibility of the Offeror to pre-screen their candidates to ensure compliance.1. Strong communication/ leadership skills. 2. Strong influence, collaboration and negotiation experience. 3. Ability to collaborate with supporting resources across business and/or functional lines. 4. Have excellent oral and written skills/possess strong meeting and work session facilitation skills. 5. Have the ability to work independently and as part of a team, the ability to manage time and resources to meet assigned deadlines. 6. Have strong understanding of prioritization stemming from the elicitation of system and/or user requirements. 7. Have excellent organizational skills, proven analytical, planning, problem solving, and decision-making skills. 8. Must be knowledgeable in the English language/speak clearly and understandably use the English language.

Technical Skills:1. 10+ years of performing Business Analyst role/responsibilities. 2. Understanding of how databases work with applications.Desired Skills:1. Understand various programming languages; specifically COBOL and JAVA. 2. IIBA Certified.
