The Federal Reserve Bank of Cleveland (Bank) is seeking a data analytics developer for data and data migration functions of the Treasury Services. Treasury Services partners with and supports the US Treasury, Bureau of Fiscal Service (Fiscal Service) mission to expand the use of digital transactions across the Federal Government. Treasury Services provides strategic-level leadership, industry knowledge and innovative thinking to assist with Fiscal Service's end goal of all-electronic payments and disbursements.

Position Summary

The Data Developer Lead is responsible for the analysis, design, development, maintenance, and support of complex analytical tools such as dashboards and data visualizations for customers across a variety of platforms and/or business lines. Provides technical direction, planning and guidance to development staff. Serve as project manager, coach, and mentor when needed. They provide production support for users while keeping abreast of current technologies to enhance applications architecture and software design and development.

This role is a part of the Treasury Services' Engineering team for a large-scale, mission-critical payment modernization initiative. You would be responsible for the analysis, design, development, maintenance, and support of moderately complex analytic tools such as dashboards and data visualizations that would support Transforming Tax Collections (T2C) program.

Responsibilities and Accountabilities
  • Serve as a technical leader for a dedicated development team, providing mentorship, direction, planning, and coordination to the team members.
  • Lead design sessions; partners closely with architecture to ensure implementations follow architectural strategy
  • Own the team code review process. Accountable for team code quality and test automation
  • Act as a point of contact for other groups on technical matters and provides support as necessary
  • Promptly escalate issues, which affect product delivery and/or quality that are beyond scope of influence
  • Perform moderate to highly complex independent research
  • Ensure technical documentation is produced and kept updated
  • Provide management with feedback on team member's performance on a regular basis
  • Code, debug, test, deploy, support and document moderately to highly complex deliverables
  • Analyze moderately to highly complex customer business needs and recommends and implements automated solutions to increase process automation, user experience, and launch of new products and services
  • Provide technical support during all phases of the application lifecycle
  • Design, prototype, and develop moderately to highly complex data analytics and visualizations
  • Incorporate security and other relevant bank and system controls into solutions and team practices
  • Contribute and Adhere to bank and system software development methodologies and standards
  • Ensure team complies with all security, compliance, and audit requirements
  • Demonstrate commitment to innovation, quality, schedules and budget
  • Continue to develop and learn to keep abreast of application development technologies and practices
  • Lead technology projects and develops project management artifacts and documentation
  • Ensure secure coding, contingency, and deployment methodologies are in place for moderately to highly complex software implementations.
  • Solve complex problems; takes a new perspective using existing solutions.
  • Serve as an escalation point for technical impediments.
  • Complete required artifacts and follow processes to implement database solutions.
  • Support vendor product evaluations, Address and resolve technical and complex database and system issues that could affect production applications.
  • Work with management and technical personnel to provide direction in the evaluation, recommendation, and implementation of system applications.
  • Lead the support, maintenance and currency of Production databases (Redshift, Aurora, PostgreSQL) in a highly available architecture.
  • Perform other duties as assigned or requested

Education
  • Bachelor's degree and a minimum of 7 years of related work experience.
  • Amazon Web Services (AWS) training/certification.

Experience, Knowledge and Skills -
  • Expert knowledge of domain, regulations, procedures, and practices of AWS
  • Experience with Redshift, Aurora, PostgreSQL and/or MySQL
  • Experience working with big data
  • Experience with Agile development methodologies.
  • Experience working in Agile teams.
  • Proficient with data architecture design and development
  • Proficient with design and development of data warehouses and data lakes
  • Understanding of data design and normalization as they apply to more complex problems Understanding of structure vs. unstructured data storage (i.e. use cases for NoSQL, data lakes, etc.) to determine when to apply to a business problem
  • Experienced and understanding of best practices in the key areas of data management, including data governance, security, quality, and its application in projects. Knowledgeable in data Security management and data integrity practices
  • Experience working on complex projects crossing multiple platforms and diverse technologies
  • Understanding of data design and normalization as they apply to more complex problems Understanding of structure vs. unstructured data storage (i.e. use cases for NoSQL, data lakes, etc.) to determine when to apply to a business problem
  • Experience Planning, estimating, performing, and tracking work related to systems development, systems process analysis, process design or process reengineering.
  • Resolve system problems and provide options to determine optimal solution.
  • Designing and implementing solutions and architectural design patterns requiring complex technologies in an enterprise environment across multiple platforms.
  • Experience in code migration, database change management and data management through the stages of the development life cycle
  • Strong business acumen and analytical skills
  • Preferred experience using PL/pgSQL, Remedy, Jira, SharePoint, ER/Studio, and Visio
  • Software development experience with Java or other programming languages is desirable.
  • Oracle database experience preferred

Physical Demands and General Working Conditions

• Employees typically sit most of the day, work with a computer and may answer/respond to phone calls. Physical movement consists of walking for meetings, breaks, etc. Ability to lift items weighing approximately 20 pounds on a limited basis is required. Employees may be required to travel by car/air.
