  • Executive level presentation communication skills that convey the complexities of Agency project delivery.
  • Designs project plans, which identify needs and define major tasks and milestones, based on scope, resources, budget, and personnel.
  • Accountable for the approval and sign-off of the project plan with Executive Sponsor, program and customer representatives, and affected stakeholders.
  • Accountable for management of scope for the program and gaining agreement and approval of scope changes with Executive Sponsor, program and customer representatives, and affected stakeholders. Ability to quickly adapt to changes in project delivery dynamics, scope, priorities and timing.
  • Demonstrated expertise in the review and assessment of the timeliness, quality and effectiveness of project decision making, communications, reviews and approvals that prevails over a project.
  • Demonstrated expertise in assessing team composition, to include the identification of all required team roles, timing and participation requirements (e.g., full/part-time) location (e.g., on/off-site) and level of engagement (e.g., active member of team, team leader, work stream participation) and the suitability and performance of the project team.
  • Communicate clearly business delivery philosophies in the context of each project’s development lifecycle, methods, tools and project plan and align the team goals as well as the policies and procedures required for each project to be successful to the team
  • Demonstrated driver of accountability and based on these accountabilities driving appropriate assignments to those individuals within the agency as to impact a project in a successful manner.
  • Manages, coordinates, and establishes priorities for complete life-cycle of projects including the planning, design, and implementation of business solutions designed to meet requirements of multiple projects
  • Conduct weekly (and as required daily or more frequently) stand ups with project teams. Write multi-project status documentation reports and materials, ensuring quality control processes. Provide weekly summary to Agency leadership and stakeholders as to the progress and challenges facing each project effort. Identify areas for improvement, augmentation or corrective action by leadership based on the performance of any resource supporting or participating in a project effort.
  • Build and maintain relationships with key stakeholders and customer representatives.
  • Direct and schedule work planning. Manage, and track the program progress against the project plan. Balance workload with program members’ capacity. Communicate to team members how their work assignments relate to and help achieve program objectives. Ensure that tasks provide value and support the strategic direction of the program and meet service commitments.
  • Serve as the primary point of contact for all project-related issues. Develop options and recommendations to assist teams in resolving issues and, if necessary options other than the original plan. Track progress and work with the executive sponsor for resolution of issues.
  • Identify and manage project risk and develops risk mitigation strategies, track to closure.
  • Coordinate the establishment of program standards and program specific procedures with team leads. Responsible for project compliance with standards and procedures.
  • Develop and facilitate achievement of program service commitments and performance metrics.
  • Demonstration of success in the establishment, measurement and communication of success, completion and timing imperatives, including an assessment and inventory of success criteria, milestones, degree of completeness overall delivery timing and the relative degree of organizational support and alignment with the overall success of a project.
  • Plan program specific training and orientation needs.
  • Proven experience with healthcare and/or public sector related specialty across large and complex implementations and systems.
  • Accountable for the final project management evaluation review with stakeholders for approval upon project completion.
  • Skill in the use of organizational tools & methods (e.g., MS Excel, MS Word, MS Outlook, SharePoint, MS Teams)
