Overview

Credence Management Solutions is seeking a Senior Advanced Manufacturing Engineer to support the Air Force Life Cycle Management Center Rapid Sustainment Office at Wright Patterson AFB, OH

Responsibilities

  • Provide system engineering expertise in systems design and integration, manufacturing, quality and industrial engineering, airworthiness and configuration and data management.
  • Coordinate with customers and other governmental personnel and agencies, as necessary, to define project requirements, ensure compliance with Federal, State, local and Air Force regulations. Draft Performance Work Statements (PWS), prepare Statements of Work (SOW), draft programming documents (DD 1391s), and develop cost estimates, briefings, and other components of the programming / acquisition package for government approval and submission.
  • Assist the Government by providing project management, project oversight, technical advice, and quality assurance services for projects.
  • Confers with management, engineering, and other staff regarding manufacturing capabilities, production schedules, and other considerations to facilitate production processes.
  • Applies statistical methods to estimate future manufacturing requirements and potential.
  • Provide oversight, administer, evaluate, and make recommendations to the ISO and AS9100 based conversion installation QA plan with practices and procedures designed to ensure that products and equipment conform to aircraft technical requirements.
  • Develop and assess defect prevention strategies and processes for development, production, and deployment of hardware and support facilities. The Contractor shall perform quality assurance (QA) analyses to ensure hardware systems and support facilities being acquired by the organization can be produced by controlled manufacturing processes at manageable risk to cost, schedule, or user satisfaction.
  • Conduct special studies and analyze broad QA issues including: discrete investigations of particular issues using such methods and tools as process variability reduction, statistical process/quality control, defect prevention, metrology, nondestructive evaluation, QA, or automated inspection. The Contractor shall review and assess the weapon system contractor QA planning and progress. The Contractor shall evaluate the quality system of the weapon system prime/subcontractor or depot to the degree it impacts the system being acquired and assess the quality planning, discipline, and effectiveness, including weapon system prime/subcontractor use of advanced quality tools, techniques and systems. The Contractor shall analyze weapon system prime / subcontractor strategies, plans, and activities to identify opportunities for improvement. The Contractor shall assist in identification and analysis of major cost/risk trade-offs and life-cycle cost considerations.
  • Assist in and support quality audits to include hardware audits. Assist in hardware quality evaluations by disassembly, inspection and test of a representative unit of production to the assembly level.
  • Provide support to prepare a description of broad quality strategies for defect prevention covering product and process design, production, and deployment. Determine appropriate program QA requirements and prepare descriptions of tasks for inclusion in the prime contract PWS. Provide QA inputs to initial test planning for hardware.
  • Support the development and maintenance of critical systems engineering documentation (e.g. specifications, system requirements documents, systems engineering plans). Also support the translation of requirements into prime contractor documents (e.g., software development plans, sub-specifications) and procedures to ensure the robust application of systems engineering processes across all program development, production, and sustainment tasks.
  • Understand and execute Air Force Policy Directive (AFPD) 62-6, USAF Airworthiness, through standardized processes and issuance of flight authorizations.
  • Provide systems and subsystems engineering, technical guidance and support to design, develop, manufacture, integrate, test, and deploy advanced manufacturing capabilities.
  • Assist in generating and managing configuration management, data management, and risk management processes and plans; support environmental assessments, support design reviews, technical interchange meetings, interface control meetings, program management reviews, audits and other technical reviews; and have thorough knowledge of DR procedures and processes.
  • Produce and/or review technical evaluations, engineering studies, reports, analyses, and acquisition plans and strategies.
  • Evaluate the effectiveness of R&M processes to ensure system requirements are defined and achieved.
  • Participate in and assist in the planning of systems engineering risk assessments by establishing a risk management review, coordinating action item status, and updating risk management metrics.
  • Have knowledge of systems engineering in support of system definition, development, integration, verification methods, sustainment, risk modeling / simulation, T&E, interoperability requirements, and airworthiness certification.
  • Apply the principles, criteria, and procedures of DoDD 5000.1 and DoDI 5000.2R as well as the policies and processes of HQ AFMC and AFLCMC Engineering Directorates to all AFLCMC acquisition engineering tasks. Acquisition engineering tasks and products include but are not limited to:
  • Risk assessment and management to include but not limited to risk management plans, processes, meetings, software, and mishap investigation;
  • Application of systems engineering/management techniques and analysis;
  • Airworthiness engineering assessment and management including but not limited to airworthiness plans, documentation, engineering analysis and assessments for all phases of acquisition from requirement generation through test, fielding and sustainment phases;
  • Assistance in translating DoD requirements into system engineering requirements in the above applicable areas, and;
  • Effective communication of recommendations orally and in writing to higher organizational management.
  • Apply their integration, communication, coordination, organizational, and planning expertise to technical and acquisition efforts across a broad spectrum of functional disciplines in order to effectively assist in the implementation of the various production, modernization, development/operational test and sustainment efforts.
  • Interface as required with AF personnel, associate Contractors, and other AF / Government agencies, participate in reviews and other meetings as required by the Government, and prepare presentation material as required.
  • Provide specialized technical expertise to the Program to include, but not limited to, strategic planning, technical program planning; systems integration and coordination; engineering process improvement; organization assessments; high performance work; leadership systems; performance measures and indicators; and program audits and evaluations.
  • Apply systems engineering and systems/subsystems integration, communication, coordination, organizational, and planning expertise to technical and acquisition efforts across a broad spectrum of functional disciplines in order to effectively assist in the implementation of the various production, modernization, and sustainment efforts. The Contractor shall assist in the development of systems engineering documents such as the Systems Engineering Plan to meet statutory and regulatory requirements.
  • Assist in the development of the technical strategy to accomplish current program objectives and to incorporate future capabilities.
  • Provide expertise to the Strategic Risk Management Board ensuring comprehensive technical risks and mitigation approaches are defined.
  • Have knowledge of systems engineering in support of system definition, development, integration, verification methods, sustainment, risk modeling / simulation, T&E, HSI, crew stations engineering, OSS&E efforts, interoperability requirements, and airworthiness certification across a wide range of hardware and software systems.
  • Review/develop/update applicable program documentation for systems engineering relevant requirements/issues.
  • Participate in and assist in the planning of systems engineering risk assessments by establishing a risk management review, coordinating action item status, and updating risk management metrics.
  • Produce draft documentation as requested or necessitated by programmatic limits based on cost, schedule and performance to support the airworthiness process.

Qualifications

  • Secret clearance required.
  • Possess an ABET-accredited Bachelor's degree in Mechanical Engineering or Welding Engineering.
  • Master's degree in a relevant field of study, and at least 10 years of experience. Additional experience may be substituted in lieu of a Master's degree.
