Description:Providence St. Joseph Health is calling a Contract Administrator Sourcing II PSJH to our location in Portland, OR.We are seeking a Contract Administrator Sourcing II PSJH who will be responsible to support Contracting team in preparing, negotiating, and executing contracts. This includes working with the contract through all phases until completion (pre-proposal through closeout) with a variety of suppliers.The incumbent performs contract administrative work including analysis review, contract execution, contract management activities in all platforms. They will also be responsible to support contract lifecycle management activities including contract extensions, price accuracy, new product introductions, tier maximizations, terms and conditions updates, and all other lifecycle activities.Administering multiple contracts pertaining to the various contract categories for Strategic Sourcing which could include, medical supplies, non medical supplies, purchase services, IT supplies, Implantable Devices, Capital and others as determined.Works with minimal supervision of the Contract Manager to support the development, integration, implementation and optimization of the sourcing strategy. Work across Providence to partner and lead strategic plans around system wide initiatives, ensuring compliant, effective operational experience for business partners. Acts independently within all lifecycle management activities of a contract. Promotes cost effectiveness and operational efficiency in the contracting, purchasing, and utilization and for performing other duties and responsibilities in support of the programs.In this position you will have the following responsibilities:Works with attorney, contracts manager, contracts coordinator, buyers, customers, management, and all program teams to resolve issues, secure approvals, and ensure successful contract execution; serves as point of contact for suppliers during all phases of the program.

Support contracting and vendor value management program through successful execution and transparency, relying on effective interpersonal and communication skills to overcome resistance to use of methodologies.

Will be responsible for the day-to-day administration and tracking of contract negotiations with clients (includes dealing with pricing, terms and conditions, and obtaining legal review).

Initiate, negotiate and manage ongoing supplier relationships.

Communicates with internal stakeholders, including CIO/Staff, Office of Legal Affairs, Department leaders, and segment stakeholders to ensure that individual clients needs and company goals are being supported and addressed.

Keep accurate record of all negotiations and relevant documentation.

Communicate with internal stakeholders, including the Department of Legal Affairs Attorney, Privacy and Risk Management to ensure that Providence needs and company goals are being addressed.

Facilitate system-wide standardization through coordination of contracting/ purchasing activities and enterprise-wide agreements.

Understand and represent Contracting/Legal/Procurement business needs on an enterprise and regional basis and represent the needs and capabilities of Legal Contracting Purchasing. Be knowledgeable of required PHS contract language. Research and answer contract related questions for customers in the field, escalating to the manager level when needed. Be responsible to manage project and assist manager on savings trackers.

Help maintain savings reports. Assist with implementation strategy for new contracts, working with clinical stakeholders, CRI, Business Intelligence, operations and logistics teams and office of legal affairs as required. Work can be a mix of short term and long term initiatives; generally operates within a time horizon of 6 months to a year or more.

Along with RFP management, duties include managing NPR's with CRI, Expiring contracts report, Consignment agreements, GPO Tiers, DS tickets, Contract loads, PSC cleanup, Contract launch packages, Resource council support etc.

Qualifications:Required qualifications for this position include:Bachelor's Degree in Business or Finance, or an equivalent combination of education and relevant experience.

3 years contracting and purchasing or related educational experience.

3 years contract Management and Contract Negotiations experience or a blend of healthcare or educational experience.

Preferred qualifications for this position include:IT Sourcing: Preference will be given to applicants with IT, or Healthcare experience.
