ECS is seeking an Application Programmer to work in our

Mechanicsburg PA office.

Job Description: Serves as the principal technical expert on complex and challenging information technology projects. May be assigned as team leader on tasks of various technical disciplines or may work alone or as part of a team of Developers, with responsibility for design and development of computer software applications and/or database systems, evaluation of computer hardware and software, planning for communications and information requirements, system test, and system security. Provides consulting during early planning and conceptual stages of large, complex projects. May participate in any phase of major projects from problem definition through problem resolution, and from feasibility analysis through project implementation. Frequently supports several tasks concurrently and evaluates problems of workflow, organization, and planning, and develops appropriate corrective actions and prepares and performs presentations at technical interchange meetings and project design reviews. Reports orally and in writing to the Program Manager, Project Manager, contractor management, and government representatives. In the absence of the Program Manager or Project Manager, may serve as the Contractor's authorized interface with the Contracting Officer's Representative/Technical Representative (COR/COTR), government management personnel, and agency representatives.

Required Skills:
  • Bachelor's Degree in a recognized technical, engineering, scientific, managerial, business, or other discipline related to area of expertise;
    • an Associate Degree together with two (2) years of documented relevant experience may be substituted for the Bachelor's Degree.
  • Must have a Secret Clearance
  • Zero (0) or more years' experience for Entry-Level OR
  • Four (4) or more years' experience for Journeyman OR
  • Ten (10) or more years' experience for Senior
  • of technical and strategic experience of increasing responsibility providing software engineering, planning, design, analysis, and developing complex software models and applications across multiple hardware and software platforms. Demonstrates ability to work independently based on the strategic plan or under general direction. Must be able to effectively employ contemporary project management tools and serve as team consultant. Possesses and applies a comprehensive knowledge across key tasks and high impact assignments. Plans and leads major technology assignments. Evaluates performance results and recommends major changes affecting short-term project growth and success. Functions as a technical expert across multiple project assignments. May supervise others.
  • Prefer, but not limited to, experience in one or more of the following: ABAP, SAP BW, Fiori, Java, or .net.
  • Middleware developers requiring privileged access must have SSBI investigation and required certifications (i.e., Security +).
  • Make user configuration changes in AVM such as Auto close parameters
  • Develop reports/Metrics from AVM
  • Work GRC ADMIN to make sure all the interchanges between AVM and GRC are in sync
  • Support the expansion of Greenlight to other systems in the Navy
  • Understand SOD and how to mitigate.
  • Navy experience would be helpful.
  • DoD public sector financials would be helpful.
  • Need to understand the GRC Ruleset and coordinate with user management and GRC admin as needed
  • Coordinate with SYSCOMs and Tier 3 UM to troubleshoot AVM role provisioning and mitigation corrections
  • Experience with SOD management tools and processes
  • Support documentation updates related to changes in AVM functionality
  • Support AVM tool administration tasks
  • Coordinate to troubleshoot AVM SOD control behavior

  • Excellent verbal and written communication skills.
