Experience: 4+ Years The Business Analyst is responsible for the set of tasks and techniques used to work as a liaison among stakeholders in order to understand the structure, policies, and operations of an organization, and to recommend solutions that enable the organization to achieve its goals.Agency added:• Provide consultative support in development of system enhancements in areas related to ODQ data collections, including data templates, collections administration, and related load plans and metadata. Prepares corresponding system change requests and submit to vendor as needed. Works with business users to develop and implement improved business processes & develop rules for their data collections.• Reviewing functional specifications for business application development or enhancements, developing user test scripts, coordinating application testing, training users, troubleshooting user or application problems, and developing queries and reports related to application.• Analyzes report and application issues and problems reported by users or support desk. Determine appropriate course of actions, including when to refer to vendor support. Updates training materials and provide user training as needed.• Assigns and performs PIMS data collection overrides and deletions as requested by the users.• Recommends improved and more efficient alternatives to current data collection or reporting processes and feasible resolutions to collection or reporting issues based on program office needs & data requirements.• Coordinates the collection and processing of data relating to secondary, postsecondary and adult CTE / PERKINS programs as well as students, staff, course and assessment data relative to CTE required to support more than $40 million in annual PERKINS federal funding. Data also support the disruption of other federal funds, including title I, Title II, Title III and IDEA, for example.• Assesses the implications of data collected relative to educational initiatives and issues.• Assist with / support the collection, processing and review of the annual PIMS-based collection of data relating to CTE postsecondary program enrollments (from approximately 30 LEAs) to satisfy both state and federal (Perkins) reporting requirements.Role Description:• Experience conducting Facilitated Workshops for requirements analysis.• Experience creating workflows using formal notation such as the Business Process Modeling Notation (BPMN).• Knowledge of formal requirements gathering methodologies.• Experience developing Business Requirements - project initiation document, what the needed achievements will be, and the quality measures.• Experience developing Functional requirements - describe what the system, process, or product/service must do in order to fulfill the business requirements.• Experience developing User (stakeholder) requirements - are a very important part of the deliverables, the needs of the stakeholders will have to be correctly interpreted. This deliverable can also reflect how the product will be designed, developed, and define how test cases must be formulated.• Experience developing Quality-of-service (non-functional) requirements - requirements that do not perform a specific function for the business requirement but are needed to support the functionality. For example: performance, scalability, quality of service (QoS), security and usability.• Experience developing Report Specifications - define the purpose of a report, its justification, attributes and columns, owners and runtime parameters.• Experience developing Requirements Traceability Matrix - a cross matrix for recording the requirements through each stage of the requirements gathering process.• Strong organization and writing skills. • Experienced developing graphic representations of complex business processes.Skills:Experience using formal requirements gathering methodologies: Required 4 years4-year college degree or equivalent: Highly desired Experience developing business, functional, and non-functional requirements: Required 4 yearsExperience developing Requirements Traceability Matrix Required 4 yearsExperience using Structured Query Language (SQL) – Highly Desired 4 yearsExperience in Data Analytics – Required 4 years
