Summary: The purpose of this position is to plan, direct and oversee the activities of the Tax Assessment office and to value real property for real estate taxes. The work is performed under the direction of the Commissioners.

Essential Functions and Responsibilities:

The following duties are normal for this position. These are not to be construed as exclusive or allinclusive. Other duties may be required and assigned.

Directs and manages the activities of the department; evaluates department policy and procedures; recommends changes to improve operations; analyzes changes in applicable laws and regulations; informs appropriate personnel.

Conducts field inspections of property; values real property for real estate taxes; assesses new construction; determines discretionary factors for use in appraisals.

Supervises department personnel; provides training and instruction; plans, coordinates, schedules, assigns and reviews work; allocates personnel; acts on employee problems; maintains standards; and evaluates performance.

Meets with taxpayers to review assessments and resolve disagreements.

Ensures compliance with all tax billing and office report deadlines.

Consult with County Solicitor in preparing briefs and rebuttals for assessment hearings.

Coordinates activities with other County offices; attends various County and public meetings; attends training seminars and workshops as required.

Coordinates and attends and real estate appeal hearings.

Prepares and administers annual budget.

Performs other related functions as assigned or required.

Education and Experience

Bachelor's degree with three to five years of assessment experience that includes supervisory experience, or any combination of education and experience that provides equivalent knowledge, skills and abilities. Position requires Pennsylvania Evaluator certification and a valid Pennsylvania driver's license.

Language Ability and Interpersonal Communication

Requires the ability to perform mid-level data analysis including the ability to audit, deduce, assess, conclude and appraise. Requires discretion in determining and referencing such to established criteria to define consequences and develop alternatives.

Requires the ability to provide first line supervision. Ability to persuade, convince, and train others. Ability to advise and provide interpretation regarding the application of policies, procedures and standards to specific situations.

Requires the ability to utilize a variety of reference, descriptive and/or advisory data and information such as invoices, budgets, receipts, forms, reports, spreadsheets, bills, forms, manuals, guidelines, policies, procedures, guidelines and non-routine correspondence.

Requires the ability to communicate orally and in writing with the Board of Commissioners and all Assessment department personnel, other County departments, vendors, Commissioners, auditors, and the public.

Mathematical Ability

Requires the ability to perform addition, subtraction, multiplication and division; calculate percentages and decimals; may require the ability to perform mathematical operations with fractions, geometry and algebra.

Physical Requirements

Requires the ability to operate, calibrate, tune and synchronize, and perform complex rapid adjustment on equipment, machinery and tools such as a computer and other office machines and/or related materials used in performing essential functions.

Requires the ability to coordinate eyes, hands, feet and limbs in performing coordinated movements requiring skill and training, such as drafting.

Tasks involve the regular and, at times, sustained performance of moderately physically demanding work, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, crawling, and lifting, carrying, pushing, and pulling moderately heavy objects and materials, twenty to fifty pounds.

Requires the abil ty to recognize and identify degrees of similarities or differences between characteristics of colors, shapes, sounds, and textures associated with job-related objects, materials and tasks.

Environmental Adaptability

Ability to work under generally safe and comfortable conditions where exposure to environmental factors may cause discomfort and poses a limited risk of injury.

Expectations of Employee:

In completing the duties and responsibilities of this position, the Board of Commissioners expect the employee will adhere to all county policies, guidelines, practices and procedures; act as a role model both inside and outside the County; perform duties as workload necessitates in a timely, accurate and thorough manner and be conscientious about meeting department productivity standards; and communicate regularly with supervisor about department issues.
