OEM is seeking City Services Preparedness Program Manager to coordinate the development of the City of Philadelphia’s continuity plans and processes, considering essential functions, lines of succession, how critical applications and vital resources will be safeguarded, and alternate operating capability and functions. The ideal candidate is self-motivated, inquisitive, and adept at working with diverse groups.Essential FunctionsUnder the direction of the Deputy Director, the City Services Preparedness Manager is responsible for a range of activities including, but not limited to, the activities below:Overall coordination of the City’s Continuity of Operations / Government Planning (COOP) efforts, including developing plans that are consistent with best practices, and identifying gaps and resource constraints that may hamper COOP implementation.Consultation on risk and vulnerability assessments for City facilities and systemsDevelopment of COOP planning templates for City departmentsDevelopment of interagency training across multiple departmentsIntegration of departmental COOP plans into a Citywide services preparedness frameworkSupervise the work of one planning coordinator whose portfolio includes COOP and cyber incident management planning Identify policy solutions to improve resilience (i.e. remote work, flexible space, public/private partnerships, etc.)Work with departments to identify alternate staffing models for critical functionsProvide updates to senior leadership on COOP statusConducting special projects and performing other work as requiredCompetenciesStrong interpersonal skillsEffective oral and written communication skillsStrong leadership and negotiation skillsProfessional conduct and accountabilityProven time-management skillsAbility to work independentlyAbility to maintain confidentiality and to establish a “need to know” with partnersKnowledge, Skills and AbilitiesAbility to multitask effectively.Ability to maintain effective working relationships and develop partnerships.Ability to coordinate diverse groups toward a common goal.Ability to complete tasks and projects in a timely manner.Ability to contribute and coordinate work in a team.Ability to interpret federal and state emergency management requirements and regulations.Proficiency with Microsoft Office software (Word, PowerPoint, Excel, Access, Outlook) required, and ability to use other web and software-based platforms for analysis, and information collection and submission preferred.Work - LifeWorking hours are generally 37.5 hours per week. Our team is currently hybrid with both virtual and in-office days, however the position can opt to come in the office each day if desired.OEM personnel will be required to serve in an on-call capacity to work during non-business hours for extended periods of time in a field environment and during activations of Philadelphia’s Emergency Operations Center (EOC).  Example environments include but are not limited to scenes where materials are on fire, around compromised utilities, around compromised structures, near hazardous materials storage that may be compromised, in congregate living settings, in/near crowds, near downed vegetation or other debris, or near flooding and water-damaged materials. All work will be performed while donning a level of personal protective equipment recommended by the incident safety officer and that you are trained on. Example tasks include working at a computer, observing and documenting conditions, staffing an incident command post, communicating with responders or survivors, operating vehicles up to your licensed class, staffing facilities for survivors, transporting materials, being near a site where a serious injury or loss of life has occurred, sitting, standing, walking, climbing, crawling, or lifting/carrying materials. OEM personnel are essential workers.Ability to physically perform the duties during and outside of normal business hours.
