Job Description

Essential Functions

· Ascertaining need for contract services by contracting departmental and interdepartmental staff to determine necessary terms and provisions to be included in contracts; obtaining proposals and estimated cost estimates from Project Managers; initiating, routing, and monitoring progress of contracts through ACIS.

· Investigating impediments to the contracting process and resolving issues to move the contracts through to completion; reviewing drafts of contracts for accuracy and completeness; revising existing procedures to increase efficiency of contract processing.

· Coordinating and conducting training sessions to familiarize City and provider agency staff with the City's contract process and departmental procedures.

· Posting contract opportunities for professional services on the City's website.

· Assembling micro purchase and small contract packages.

· Preparing contract analysis reports.

· Attend contracting meetings on behalf of the Managing Director Office and serve as Office of Economic Opportunity (OEO) Officer.

· Performs other duties as required.

Competencies, Knowledge, Skills and Abilities

· Contract development, management, and administration

· Research methods, techniques, and standard sources of information as they relate to contract administration

  • Fiscal administration
  • Grant administration
  • ADPICS/FAMIS experience preferred

· Experience with problem solving and data analysis

· Strong organizational skills and attention to detail

· Self-starter with flexibility to both work independently and as part of a team

· Strong interpersonal skills with the capacity to collaborate across diverse teams and city departments

· Strong communication skills

Qualifications

· Completion of an Associate’s degree program, or equivalent certificate program, at an accredited college or university. Bachelor’s degree preferred.

  • Two years of full‑performance level administrative, program analysis, accounting, budget analysis or contract compliance experience in a City agency providing health or social services through contracted agencies or for a major City department administering engineering and construction contracts for a major division which has involved contract preparation and processing, contract administration, or reviewing contracts and departmental compliance plans. Or, ay equivalent combination of education and experience determined to be acceptable by the Office of Human Resources that has included completion of a bachelor’s degree program.
