A Pennsylvania state agency located in Philadelphia, PA is looking for a Contracting Improvements Project Manager for a 6 month contract.

Required Skills

  • Industry and/or consulting experience with hands on skills working on technology-enabled process and organizational redesign and change initiatives.
  • Experience working in a public sector, higher education and/or healthcare multi-entity, multi-site environment.
  • Hands on expertise in a supervisory, project manager role and/or with leading project teams.
  • Extensive financial, grants, procurement, and supply chain business process and systems implementation/upgrade expertise.
  • Experience working with diverse stakeholder groups on large-complex multi-entity and/or multi-site institutions within the public sector, higher education, or healthcare industries.
  • In-depth knowledge and hands on experience with leading vendor enterprise resource planning packaged software and business intelligence/data warehouse solutions that focus on providing public sector, higher education, and healthcare functionality and technologies such as PeopleSoft, Oracle, SAP, Infor, Workday, OBIEE, Tableau, etc.
  • Hands on process redesign, software selection, and implementation experience.
  • Skilled in performing process facilitation and workshop redesign activities
  • Strong team leadership and orientation with a focus on collaboration, an ability to work independently, and a high level of professionalism.
  • Excellent verbal, interpersonal, meeting facilitation, and written communication/documentation skills.
  • High attention to detail with the ability to manage multiple priorities.
  • Highly skilled and hands on experience working with the MS Office Applications (Word, PowerPoint, Outlook, Excel, Visio, Project).

Responsibilities

  • Perform business analysis and project management on the professional services contracting process, with a focus on supporting the delivery of a custom-built software solution to streamline demographic disclosures required of vendors.
  • The Contracting Improvement Project Manager will support the Disclosure Project Core Team.
  • They will assist with requirements gathering, decision making, and implementation. This will include the documentation of processes, training, and change management.
  • Support the Disclosure Project Core Team (OIT, Office of the CAO, and the Procurement Department) in analyzing current state processes for professional services contracting from the perspective of a vendor. This will include business analysis, process mapping, etc., with the expectation of providing informed recommendations regarding future contracting process improvements to make it easier for vendors to do business with the City.
  • Reviewing previous research, recommendations, and findings.
  • Engaging subject matter experts to gather information, providing input, participating in workshop sessions, and reviewing work products created.
  • Evaluating and making recommendations regarding the eContracts Philly website ( to better organize, communicate, and disseminate accurate information regarding professional services contracting.
  • Designing simplified one-pager PDF documents outlining current and future contracting processes
  • Support the Disclosure Project Core Team through the development of a minimum viable product to streamline the way that vendors complete demographic disclosures.
  • Participating in regular project meetings.
  • Acting as liaison between departments comprising Disclosure Project Core Team
  • Preparing, tracking, and reporting on the status of activities.
  • Facilitating the completion of project tasks.
  • Helping Project Core Team make timely decisions.
  • Assist with creating materials that correspond with the Disclosure Project Core Team's implementation strategy such as: Training documents for internal staff
  • Communications and instructions for the vendor community
  • General change management documentation
  • Any additional materials TBD by the Disclosure Project Core Team
