Job Description

The Pretrial Service Department of the First Judicial District of Pennsylvania’s mission is to safeguard pretrial justice while maximizing public safety and court appearance. Pretrial Services meets this mission through pre-arraignment interviews, facilitating the release and subsequent monitoring of those court-ordered to Electronic Monitoring, providing supervised release and social services, and conducting appointment of counsel interviews.

The selected candidate for the CAO III position will be responsible for supervisory-related tasks within the Bail Interviewing Unit overseeing the interviewing and verification duties performed by the case/bail interviewers. The bail interview plays a crucial role in the calculation of bail guidelines and pretrial release determinations. The selected candidate must have the ability to supervise a workforce consisting of both full and part-time employees. The position will require the selected candidate to have the ability to enhance trial division functions and initiatives and enforce agency rules and regulations as well as FJD policies and procedures.

The Bail Interviewing Unit, which operates on a 24/7, 365 basis, is deemed an essential operation of the court, which means those who work within the unit are classified as essential personnel and are expected to report for assigned shifts in the event of court closures, weekends, and holidays. The selected candidate will be expected to work 12-hour rotational shifts, including overnight hours. As an essential Operation of the court, The Bail Interviewing Unit must remain operational at all times. As such, the selected candidate will be expected to respond to problems, issues, and inquiries during non-traditional hours.

Essential Functions

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

  • Supervise full and part-time staff (Bail Interviewers);
  • Assist with providing functional supervision of staff within the Data Verification Unit.
  • Provide support to administrative superiors.
  • Interact with members of the public and criminal justice partners.
  • Communicate with, tutor, and guide assigned staff.
  • Scheduling of Bail Interviewers and related assignments.
  • Continuously review bail interviews for accuracy and compliance according to department standards.
  • Assist in the development and coordination of Bail Interviewer training.
  • Assist with the development policies, goals, and objectives for assigned team and unit.
  • Produce and present statistical analysis as directed by the Manager.
  • Complete performance evaluations for Bail Interviewers; and
  • Perform duties of Manager during times of Manager’s absence.

Competencies, Knowledge, Skills and Abilities

  • Considerable knowledge of the English language and grammar usage.
  • Considerable knowledge of office management standards, procedures, and practices.
  • Considerable knowledge of supervisory methods and techniques.
  • Some knowledge of the principles of procedures analysis, work simplification, and forms and records control.
  • Knowledge of pretrial reform efforts taking place on local, state, and national levels.
  • Knowledge of pretrial risk assessment practices.
  • Knowledge of the principles, standards, and goals of administrative organization and management.
  • Ability to learn within a reasonable period of time the functions, policies, procedures, and operations of the court unit to which assigned.
  • Ability to supervise a moderate-sized group of clerical and technical employees engaged in varied tasks.
  • Ability to represent the assigned unit in conferences and meetings with the public and private officials.

Qualifications

  • REQUIREMENTS:

  • A baccalaureate degree from an accredited college or university,

    OR
  • An associate’s degree, or 60 college credits, and at least 1 year’s full-time criminal justice experience or two years part-time experience,

    OR
  • A high school diploma and 4 years of full-time criminal justice experience.

    AND
  • Appropriate experience in the use of personal computers and Windows software applicants.
  • Ability to work varied shift assignments, including nights, weekends, and holidays.
  • Successful completion of a background check.
  • After meeting minimum application standards by a panel review, must complete an evaluation and interview.
  • City residency is required within (6) months of satisfactory completion of an employment orientation period.
  • Possession of a valid Pennsylvania driver’s license or satisfactory transfer from other states upon city residency.
  • Proof of vaccination is required; requests for exemptions due to medical or religious reasons will be considered.
