Job Description

This is fiscalmanagement work directingallbudgeting, accounting, and fiscal monitoringactivitiesof DPDthrough subordinate supervisors and staff.TheDeputy Director of Financeis responsible for theplanning,development, and oversight of DPD’sannual operating budget and the annual HUD program budgetthat includesresponsibility forthe ongoingfinancial analysis, management of fund balances, and authorizing transfers for thevarious funding streams of the General Fund and the Grants Revenue Fund.

Work includes oversight of all grants, contracts, and accounting aspects of DPD and its partners' programs including consulting with departmental administrators and agency directors on program funding expenditures and any budgetary modifications.Ongoingmonitoringofagency compliance with appropriate federal, state, and local funding regulations and guidelines; meeting withdivision managers, governmental agencies, and external partners to report ontheannualoperatingbudget; and resolving all departmental fiscal mattersare significant aspects of the work.

Work is performed under the supervision of DPD’s First Deputy.

Essential Functions (typical examples of work):

TheDeputyDirector ofFinanceisresponsible for the daily oversight of all Fiscal Unit functions,including but not limited to:

  • Formulates and developsDPD’s annual operating budgetfor the City’s General Fundsand the HUD Annual Action Plan budget for federal HOME, ESG, HOPWA, CDBG, and local Housing Trust Fund allocations. Confers withDPD Director and senior staff, and other agencies to determine priorities and needs; adheres to City Finance directives; and provides the rationale for any additions/deletions. The process also includes the inclusion ofprogram income projections; compliance with federal regulatory caps and City Charter requirements; andanymodifications as required.Coordinatewith Contract Administration unit to establishfinal fundingallocationsto sub-recipientsin Cityand HUDsystems.

  • Plans, assigns,and reviewsthe work of staff for accuracy, completeness,and conformance to funding requirementsfor budgeting,grants revenue funding,contracting, and auditingprocesses.

  • Oversees the invoice review and approval process for the 75+ sub-recipient granteestoinclude:budgetary revision requests; infra fund grantsrevenuetransfers; and monthly reconciliation of revenue receipts and expenditures.

  • Directs and reviews budgets for new non-entitlement federal, state, or local grants; reviews conditions and terms of grant agreements; arrange reimbursement schedules and monitors expenditures during the life of the grant.

  • Participates in HUD and City monitoring visits and audits; provides reporting of fiscal policies, procedures, and practices;managesstaff toproduce andprovide additional fiscal/contract documentsin response to additional audit requires; and works with staff to implement ongoing improvements to fiscal systems.

  • Directs production ofand reviewsallrequiredfinancial reports to includebut not limited to as follows:periodic income/expense reportsinternallyto departmental leadership; HTF expenditurereportsfor bi-monthly HTF Advisory Board meetings; and all year-end reconciliation reports required by theCity, City Council,HUD, and other funders.Directs subordinate staff to completequarterly performance measures reports tobe submitted in coordination with the First Deputy toCity Finance.

  • Establish accounting controls for thereview of expenditures, reports and financial statements to monitor the financial status of the department and ensure that funds are efficiently and effectively spent.

Qualifications

Education and Experience

  • Bachelor’s degreefrom an accredited college or universityinAccounting, Finance,Auditing,orrelated field;aMaster’sdegree in Business Administration, Accounting, Finance, or Public Administration preferred.  

  • Minimum of5 years of management experience supervising fiscal staff.

  • Minimum of8years of budgetary and accounting experiencefor a public institution with a budget over $10-$25million annually.

  • Knowledge of theprinciples and techniques of developing and maintaining costs and performance statistics.

  • Substantive experience with Generally Accepted Accounting Principles(GAAP) and Government Accounting Standards Board (GASB).

  • Ability to learnand work withexisting technology systems for processingin the Citysystems(FAMIS and ACIS) and HUD systems (IDIS and LOCCS)for budgeting, purchasing, accounting, and contractingand adapt to new technologyand tools as they go online.

  • Demonstrated experience managing, training,and directingstaff.

  • Preferred,experiencemanagingcomplexbudgets with funding from multiplefederalfunding sourcesincluding (HOME, CDBG, HOPWA, and ESG).

  • Ability to establish and maintain effective working relationships with employees, otheragencies,and departments, and the public.

  • Ability to communicate effectively both verbally and in writingcritical financial information to department leadership.

  • Ability to analyze, evaluate and exercise sound judgment to resolvecomplex problems and to determine proper courses of action.

Additional Information

Salary Range:$118,000 - $130,000
