The Deputy Labor Director is a member of the executive leadership within the Department of Labor, responsible for the setting strategic vision setting, operations, and training for city wide departments.Their primary ongoing responsibility is management of all enforcement activities related to training and development for management and supervisor level employees throughout the city. To do this the Deputy will develop and conduct training, complete needs assessments and analysis and create training plans.Externally, the Deputy is responsible for successfully engaging with, and communicating across a wide variety of vendors regarding training programs and serves as the first point of contact for training concerns for the City of Philadelphia.Essential FunctionsConduct needs analysis and research relative training and staff development program for city wide departmental application.Acts as a liaison between departmental managers and administrators regarding training needs and programsDevelops trainings based on pressing city matters as it pertains to EEOC and LaborCreates training plans for departments based on need analysis and assessment.Meets with vendors regarding training programs; and manages contracts with vendors.Plans, develops, and recommends training policies and procedures in conformance with the comprehensive training and budget allocations.Competencies, Knowledge, Skills and AbilitiesOrganizational Leadership – can motivate and manage staff, provide direction on goals and assignments, and establish and maintain effective working relationships with the City Council, outside organizations, and internal stakeholders.Compliance Management – able to lead staff in the investigation of complaints and inquiries, including conforming to timelines and reporting protocols, and issuance of fines and penalties as needed to enforce compliance under the law.Interpersonal Skills - shows understanding, friendliness, courtesy, tact, empathy, concern, and politeness to others; develops and maintains effective relationships with others; relates well to people from varied backgrounds and different situations; is sensitive to cultural diversity, race, gender, disabilities, and other individual differences.Analytics and Performance Management – able to review and analyze tracking data to identify trends in worker protection violations. Able to use that knowledge to improve outreach and service delivery.Written Communication – able to write in a clear, concise, organized, and convincing manner. Develops standards and protocols for staff to use to generate written reports at the close of investigations.Oral Communication – able to express information to individuals or groups effectively. Able to give presentations to a diverse variety of audiences.Electronic Record Keeping Database – has knowledge of the uses of database management systems to ensure the organization, storage, retrieval, security, and integrity of data. Develops standards and protocols for staff to use to related to electronic record keeping.Understands the functions, organization, and role of local governmentKnowledge of compliance management theory and practiceKnowledge of computer systems and software including Microsoft Office tools and applicationsKnowledge of data entry, electronic databases, and record keepingAbility to maintain records and prepare reports and written findingsUnderstands and is able to implement customer service principles and practicesAbility to effectively communicate complex rules and procedures to the publicAbility to manage junior staff, assign work, and set performance goalsWork-LifeWorking hours are generally 37.5 hours per week. Our team is currently hybrid with both virtual and in-office days; however, the position can opt to come in the office each day if desired
