Job Description

This position will report to the Chief Diversity, Equity & Inclusion Officer (CDEIO), and provide support and counsel to the CDEIO. The Deputy Diversity, Equity and Inclusion Officer will hold responsibility for DEI’s strategic planning and performance management processes across multiple workstreams, including workstreams focused on advancing diversity, equity and inclusion across the city’s workforce, programs and services, employee training and capacity building, and policy advocacy for people with disabilities and the LGBTQ+ community. This position will support the CDEIO by helping to manage execution of strategic and operational planning processes and will support the DEI Team to execute workplans through which performance can be managed and achieved. In this newly created position, responsibility will include the design of processes to enable tracking and measurement of the office’s progress against strategic and operational objectives and the development of work product to effectively communicate progress to internal and external stakeholders.

Essential Functions

Provide support and counsel to the CDEIO on a wide range of public policy, operational, financial, compliance, and administrative issues related to the Office’s mission and goals.

Represent the CDEIO with internal and external stakeholders and attend meetings and events on their behalf.

Work closely with the CDEIO and DEI Team to manage execution and updating of the Office’s strategic plan across at least four dedicated workstreams, which include the city’s Racial Equity Strategy; Employee Training Program; Office for People with Disabilities; and Office of LGBT Affairs.

Design and implement improved processes for monitoring, evaluating, and reporting the Office’s progress towards the goals in its strategic and operational plans. This includes assisting DEI staff in developing performance measures, refining workplans and performance objectives in alignment with Office-wide plans and priorities, defining clear performance benchmarks, tracking outcomes of workplans, as well as developing efficiency for day-to-day management decision making.

Contribute to team efforts defining and measuring the impacts of DEI strategies and solutions (internal and external), such as policy and practice impacts, and capacity building of advocates.

Work with the DEI Team and the Mayor’s Office of Communications to establish documentation and communication processes so that staff and other stakeholders can understand the Office’s activities, goals, progress, and outcomes.

Facilitate collaboration and communication with multiple agencies, senior public and elected officials, and stakeholders, both external and internal.

Produce and present regular performance reports and metrics for the CDEIO and senior leadership.

Respond to urgent issues while maintaining discretion and being strategic in decision-making.

Plan, execute, and supervise assigned special projects.

Perform related duties as assigned.

Competencies, Knowledge, Skills and Abilities

· A strong understanding and demonstrated commitment to diversity, equity and inclusion, with an intersectional lens that centers racial equity. Demonstrated ability to apply a racial equity lens to strategic planning and performance management.

· Experience developing and managing the implementation of strategic planning and performance processes, performance indicators and results frameworks.

· Outstanding written and analytical skills, and experience producing reports for senior audiences that combine data and written narratives to inform decision-making.

· Excellent organizational, time management and project management skills, including the ability to work efficiently on numerous tasks simultaneously and to adapt to changing circumstances, often under time pressure.

· Ability to rapidly establish credibility, and maintain positive relationships, with people and teams from a range of functional, professional, linguistic and cultural backgrounds.

· Experience working with political system, elected officials, constituents and advocacy organizations.

· Experience working in an urban environment and a demonstrated appreciation for cultural, ethnic and racial diversity.

· Knowledge of and/or experience in change management, strategic planning, and transformation.

· Knowledge of City of Philadelphia government, laws, and systems preferred.

· Strategic thinker who is data-driven and analytical when approaching and solving problems.

· Excellent interpersonal skills: diplomacy, discretion, tact and persuasiveness, and the ability to handle confidential information in a sensitive way.

Qualifications

· Four (4) year college degree required.

· Master’s degree in public administration, public policy, business administration, political science, or another related field is strongly preferred, but not required.

· Seven+ years of progressively responsible experience in performance management implementation, strategic planning, project management, or any equivalent.

· Equivalencies in formal advanced degree and experience will be considered.

· Ability to demonstrate flexibility and exercise the authority of the position with sound judgment.

SALARY: $100,000 - $110,000 / year
