Job Description

Embedded within the Mayor’s Office of Civic Engagement and Volunteer Service, the Equitable Engagement Director will provide strategic oversight and guidance for the City’s community engagement initiatives. The EE Director will serve as a strategic partner in two key ways:

  1. The EE Director will manage the Equitable Engagement Collaborative (EEC). The EEC is a coalition of City staff and leadership from 50+ departments that regularly convenes to share best practices and provide training and guidance on conducting exemplary community engagement. The goals of the EEC are to foster greater collaboration across City agencies and improve how the City works with its most disenfranchised and hard-to-reach residents.
  2. The EE Director will provide strategic vision and oversight to the Community Resource Corps (CRC) Program Manager. The Community Resource Corps is a new citywide program designed to connect residents to anti-poverty benefits and resources. Through community engagement, the CRC will recruit trusted messengers from communities to serve as AmeriCorps members that connect residents to City anti-poverty resources. The EE Director will draw upon their awareness and knowledge of citywide equitable community engagement practices to help guide the CRC to achieve its three objectives: (1) To connect residents to City anti-poverty resources. (2) To serve as a workforce development opportunity for our community-based AmeriCorps members. (3) To increase the City of Philadelphia’s capacity to engage hard to reach communities through strategic coordination

Essential Functions

Strategy

● Consult with departments around how to deepen engagement and infuse an equity lens to these initiatives

● Collaborate with individuals from different departments to create spaces for best practice sharing and brainstorming with a goal of improving engagement City-wide

● Work closely with the Service Design Studio to create and grow the Equitable Community Engagement Toolkit – Citywide guidance and training to build equitable engagement practices.

● Identify cross-departmental and cross-sector areas of collaboration

Communication

● Coordinate and lead bi-monthly Equitable Engagement Collaborative meetings

● Build relationships with internal and external stakeholders to strengthen overall engagement from the City and CRC success

● Manage communication with internal and external program partners, including representing the program within local, state and national coalitions.

● Drive program expansion and process improvement through relationship building, collaboration and innovation

● Support the Chief Service Officer in communicating with funders on behalf of the CRC

Project management

● With direction from the Chief Service Officer, manage the CRC budget, federal and private grant funding, and cost shares which involve funding agreements with partnering City agencies

● Manage and oversee payroll processes for CRC members

● Provide basic HR functions for CRC members, such as creating and enforcing program policies

● Support with programmatic operations for the Community Resource Corps

● Develop vision for and oversee ongoing training, professional development, and retreats for CRC members to support culture-building and engagement

● Implement and sustain trauma-informed practices within the CRC and EEC to maintain community guidelines and create a framework to address issues related to privilege, identity and inclusion

● Oversee and advise the CRC Program Manager in the development and implementation of case management best practices, field assignments, data management protocols, training resources and professional development opportunities

Leadership

● Provide strategic vision for the Community Resource Corps

● Assist in designing a data infrastructure to evaluate program success and improve operations

● Directly supervise the Community Resource Corps Program Manager, who is responsible for the CRC Coordinators and CRC members

● Lead efforts to align CRC outcomes with Mayoral goals, administration priorities and grant deliverables

● Oversee and advise the recruitment strategy of CRC members with the intention of building a diverse corps that reflects the communities they serve and develop resources to decrease barriers to CRC member service

● Oversee a framework for CRC service delivery which accomplishes the engagement goals of the resource provider as well as the goals of the communities being served

● Strong presentation skills

● Data driven approach to problem solving. Strong ability to implement innovative solutions and analysis to assist in making decisions

● Clear understanding of best practices in community engagement and volunteer recruitment/retention.

● Identifying opportunities to strengthen existing programs, create and/or enhance implementation strategies, and work with a diverse team to implement action plans.

● Action oriented; an individual not afraid to roll up their sleeves and get into the details of the operation.

● Ability to operationalize a shared vision

● Excellent time management skills with capacity to work simultaneously on multiple tasks and projects and deliver on deadline.

● Comfort working with data and digital systems.

Qualifications

● 5+ years experience with staff/team management

● Experience managing managers

● 5 years experience in community engagement/organizing

● Experience building and managing coalitions

● Program management experience, managing AmeriCorps programs in government or nonprofit settings is a plus

● Experience launching and managing new programs. We’re looking for someone who can proactively anticipate and consistently overcome the challenges that come with quickly launching a large scale program.

● Relationship management experience, preferably collaborating with low wealth and multicultural communities. We’re looking for someone who can build authentic, long term relationships across lines of difference, like race, ethnicity, gender identity, sexual orientation, class, ability, citizenship status and other identities.

● Understanding of diversity, equity and inclusion principles, preferably with experience advancing equitable program outcomes. We’re looking for someone who can identify ways in which identity and power show up in our work, as well as demonstrate continuous growth by creating opportunities for evaluation and reflection.

● Ability to manage program finances and submit grant reports

● Experience recruiting AmeriCorps members or volunteers with ability to design and implement innovative recruitment strategies

● Experience training and developing large groups of diverse individuals

Salary- $75,000
