This is senior level management work to prevent evictions in Philadelphia by providing oversight to the operations of the continuum of eviction prevention programs and services to include the Philadelphia Eviction Prevention Project, Right to Counsel, Eviction Diversion, Municipal Court support and Targeted Financial Assistance.  The Director for Eviction Prevention Programs directs, in coordination with program partners, the policies, design, implementation and evaluation of eviction prevention programs and the data systems to manage program operations.  Work includes ongoing convening of program partners, departmental administrators, intra-departmental directors on the development and implementation of annual program scopes and budgets; scheduled reports on program progress and outcomes; and recommendations for program improvements.  Aligning the work of all the programs in the eviction prevention continuum to achieve maximum impact is a significant aspect of the work.Work is performed under the supervision of the Deputy Director of Policy and Programs.Essential FunctionsManages relationships with all program partners and stakeholders, including tenant advocacy groups and landlord representatives.  Convenes and participates in program meetings with program partners and stakeholders.  Directs through subordinate staff the creation of meeting agendas, minutes and follow-up items and ensures staff completes follow-up items as directed.Works with Division leadership to resolve high level program implementation issues to ensure continued program operation.Oversees the negotiation with all contracted partners the annual program scopes, budgets and reporting requirements.  This includes consultation with the Policy and Program Deputy Director and coordination with Fiscal and Contract Administration units.  Manages all required reporting including quarterly reports to City Finance and City Council and updates to program and plans dashboards.Directs and reviews budgets for new federal, state or local grants opportunities; reviews conditions and terms of grant agreements; arranges reimbursement schedules and monitors expenditures during the life of the grant.Manages the planning, development, implementation and evaluation of improvements to existing programs and the creation of new eviction programs and services.Confers with city officials, members of City Council, federal and state agencies and others concerning the need for funds, including coordination and cooperation in implementing eviction policies; serves on the executive leadership team in negotiations with city, state, federal and non-governmental agencies.Oversees development of plans, reports and evaluations and directs and utilizes data collection and analysis to inform these efforts; and implements best practice research to inform program design and performance.  Coordinates with subordinate and unit staff to develop annual performance and evaluation metrics.Attends meetings and speaks before civic, professional organizations, and city council to promote the continuum of eviction prevention programs and services.  Directs the program communication strategy and serves as the lead on the City’s response to media inquiries.Performs work as required.Competencies, Knowledge, Skills, and AbilitiesStrong Communication Skills - Relates well to all kinds of people – up, down, and sideways inside and outside of the organization; affordable housing preservation and development; and the planning, development, implementation and evaluation of programs.the principles and practices of public administration including such areas as budgeting, organizational development, and staffing.the planning and development of programs, plans, grant applications and reports.  Knowledge of technical systems, databases and applications to advance programs and operations is essential to the position.SKILL IN:managing and maintaining effective working relationships with associates, civic, non-profit housing/legal services agencies, elected officials, and the public.building partnerships with diverse stakeholders such as community and professional groups to achieve division goals and objectives.ABILITY TO:work with existing technology systems for processing in the City systems (ACIS) and databases such as Quickbase and identify and utilize new technology and software.train, prioritize, organize, and direct staff.establish and maintain effective working relationships with employees, other agencies, and departments and the public.create and present project reports and to communicate effectively with stakeholders and senior leadership, including elected officials and Municipal Court judges;analyze, evaluate and exercise sound judgement to resolve complex problems and to determine proper courses of actions.Work-LifeWorking hours are generally 37.5 hours per week.
