GENERAL DEFINITION:The position involves administrative and managerial work over a dynamic Department comprised of numerous units, with a wide range of responsibilities with oversight by the Chief of Pretrial Services. DISTINGUISHING FEATURES:This position is accountable for the operational and administrative functioning of the Pretrial Services Department in conjunction with the Chief.  The Department consists of 5 units in addition to administration.  These units are Bail Interviewing, Bail Services and Supervision, Electronic Monitoring, Data Verification, and Operations.  Four managers oversee these 5 units directly and through subordinate supervisors.  The Deputy Director is expected to actively participate in policy creation and implementation and exercise an effective degree of accountability and management skills in accomplishing assigned functions as reflected in overall Department administration with a focus on the mission of the Department.  The employee’s primary focus will be on day-to-day Department operations.  The employee will oversee projects of various sizes, both directly and through subordinate managers and supervisors.  The Deputy Director is expected to be reasonably available and responsive 24/7 due to 3 separate units that run 24/7 with different shifts.  The typical schedule for this position is Monday-Friday, 9 am-5 pm, but may fluctuate and could be changed based on need.  The Department has several union employees, so this employee will be expected to work with union leadership and membership and be able to understand and follow the union agreement.  The Department and office location for the position is located at 714 Market Street, 6th Floor, Philadelphia, PA.  This position is considered an exempt position.As with any entity within the First Judicial District, the Pretrial Services Department may be called upon to ensure the performance of essential duties or functions as deemed so by administrative and governing bodies, which may result in an individual being available to perform essential tasks during court closures and/or non-traditional hours.  KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED TO PERFORM ESSENTIAL FUNCTIONS:Thorough knowledge of the principles and practices of public administration in accordance with assigned functions.Thorough knowledge of administrative organization and management principles and practices and their application in solving various operational and administrative problems in accordance with assigned functions.Thorough knowledge of public finance and fiscal administration principles and practices as applied to preparing and controlling operating and capital budgets in accordance with assigned functions.Thorough knowledge regarding criminogenic risks and needs with an intensified focus on Pretrial populations.Thorough knowledge regarding risk and needs assessment (RNA) instruments.Experience in strategic planning for creating and deploying risk and needs assessment (RNA) instruments.Thorough knowledge of supervisory methods and practices.Thorough knowledge of English usage and grammar.Thorough knowledge of NAPSA Accreditation StandardsThorough knowledge of Community Supervision Standards and Practices (NAPSA/APPA/NIC)Extensive knowledge of departmental operations in a complex and diverse Department.Extensive knowledge of the general organization of city government, particularly as it applies to administrative organization and management.Ability to analyze, evaluate, and cogently report on various complex facts and data.Ability to provide administrative functions to meet the needs of the Department.Ability to present ideas with a high degree of effectiveness, both orally and in writing.Ability to travel nationally for an array of pretrial and court conferences and trainings.Ability to establish and maintain effective relationships with associates, representatives of central agencies, and the general public.APPLICATIONS AND RESUMES WILL ONLY BE ACCEPTED FOR THIS POSITION THROUGH THE FIRST JUDICIAL DISTRICT WEBSITE AT: https://fjdcareers.phila.gov/Cyberweb/fjdcareers.aspx.  APPLICATIONS MUST BE SUBMITTED THROUGH https://fjdcareers.phila.gov/Cyberweb/fjdcareers.aspx BY APRIL 10, 2023.
