Position Description: Job Summary:The Director of Lab Information Systems will be responsible directing and overseeing the Penn Medicine Laboratory Information Systems application, clinical and technical teams. Works closely with Lab IS staff and Operations to satisfy client expectations within budget guidelines. Responsible for the support of selection, testing, and implementation of all Laboratory Information Systems solutions for all Penn Medicine entities, physician offices and outreach clients.

The Director will be expected to work closely with other Information Systems teams including, but not limited to, the Epic Application teams, EMR Infrastructure teams, Network Infrastructure teams, Billing and Registration Teams. The Director will also be responsible for the oversight of department processes, policies and procedures which includes, but is not limited to, change control methodologies, the governance process, combined IS and Operational committee structures and Clinical Operations approval processes.

Accountabilities:• Directs, oversees, guides and develops the Laboratory Information Systems staff. • Provides oversight and support services for Laboratory Medicine and Pathology faculty and their support staff at each of the Penn Medicine entities and laboratory facilities.• Provides IS expertise and guidance to direct reports and Lab section directors/managers.• Communicates with Department staff and UPHS user community to evaluate user needs and provide problem-solving solutions.• Communicates with Laboratory Information Systems vendors to help outline programming and enhancement requests. Oversees and guides building and testing of all new programs and provide product implementation sign-off.• Directs ongoing interaction with professional and supervisory staff of Penn Medicine laboratories.• Recommends technical and application changes in accordance with change control policies to improve performance, functionality, or contribute to system growth.• Participates in and is a valued contributor in the Business IT / Laboratory Governance committees.• Keeps all UPHS Laboratory Information Systems up to date with revisions and software modifications as dictated by UPHS Billing and Registration, and Compliance offices, Medicare, HIPAA, as well as regulatory agencies. • Interfaces with patient accounting and patients regarding billing questions; authorizes corrections.• Oversees all aspects of UPHS Pathology and Laboratory Medicine billing (technical and professional), including procedure build and testing, charge generation, charge transfer, and charge rejection resubmission.• Provides technical and application assistance to users to better utilize the functions available from the LIS.• Performs duties in accordance with Penn Medicine and entity values, policies, and procedures• Other duties as assigned to support the unit, department, entity, and health system organization

Minimum Requirements: Required Education and Experience:• Bachelor's Degree required • Current Internal Penn Medicine Information Services division employees may be considered with proof of active and continued enrollment in an approved bachelor degree program• Master's Degree preferred • 7+ years of experience with Information Systems Applications required• 5 years of management/leadership experience required• Experience with Laboratory systems preferred Preferred Licenses, Registrations, and Certifications:• Laboratory / Clinical Systems certifications • Epic Beaker LIS Certification Required Skills and Abilities:• Demonstrated interpersonal/verbal communication skills• Demonstrated customer service skills• Ability to recruit, lead, and manage a high performing team• Demonstrated project management skills• Ability to communicate effectively with all levels of staff• Ability to work effectively with a range of business, clinical, and academic leaders• Ability to implement process improvements• Financial and budget management skills• Strong attention to detail, analytical, organizational and problem solving skills• Knowledge of healthcare operations and the use of IS applications in the functional areas• Vendor management skills

Additional Information: As part of our COVID-19 response, this position may currently be offering partial or full remote work. However, in the near future this position will require full or partial on-site work.
