GEOGRAPHICAL INFORMATION SYSTEMS PROJECT MANAGER PHILADELPHIA, PA Position is remote. Project Description:

  • Manages large GIS projects from requirements gathering all the way through implementation; detail-oriented and self-motivator when writing technical specifications for Request for Proposals (RFPs) and contracts; serves as the liaison between the business and external vendors; monitors spending and verifies invoices for accuracy.
  • Works closely with end users to identify GIS requirements, technical issues, and training needs; analyzes current business processes and recommends best practice solutions; constructs information technology definitions based on identified needs of the organization.
  • Performs GIS data maintenance, manipulation, analysis, extraction, and generation assignments; performs data research, investigation, and verification; performs record keeping and inventory; responds to requests from the organization for mapping data; responds to emergency mapping and regulatory information requests.
  • Prepares, plans, produces, maintains, and updates a variety of static and web maps using cartographic techniques to represent spatial data; develops and maintains data layers using GIS tools and relational databases; performs detailed spatial analysis including main replacement prioritization; incorporates maps, charts, data files, spreadsheet data, documentation, and text into reports.
  • Analyzes requests for a variety of new applications, programs and modifications to existing GIS programs; analyzes and documents user work processes and systems functionality requirements; analyzes current GIS system functions, procedures and capabilities to determine if improved methods are possible; develops and presents proposals for new approaches and options to meet user needs; participates on software selection and implementation teams, including software evaluation, requirements gathering, work flow analysis and system implementation, testing and training.
  • Designs, implements, and tests configuration changes in ArcGIS Enterprise to meet end user business requirements.
  • Analyzes, troubleshoots, and resolves GIS applications problems; communicates with internal and external technical resources to resolve end user issues; provides guidance to users on methods for correcting reported problems.
  • Writing custom queries and reports using SQL, automating GIS workflows using Python, JavaScript or other scripting languages as specified by business unit/user requirements.
  • Creates, maintains, and conducts Quality Assurance / Quality Control (QA / QC) of geographic data sets utilizing a variety of software and source data.
Required Skills:
  • Bachelor's Degree in Geography, Geographic Information Systems (GIS), Information Systems and Technology, or other related field of study; Master's Degree or GIS Certificate is a plus
  • 3-5 years of experience using the Esri platform to create geospatial content for end users; 3 to 5 years managing large GIS projects, PMP preferred
  • Must have the technical skills related to data retrieval
  • PMP and/or Project Management experience is a plus
  • Must have organizational, planning and follow-through skills with the ability to manage multiple projects under high pressure situations
  • Must be computer literate with proficiency in the use of Microsoft Word, Excel, Access, PowerPoint, and SharePoint with the ability to display ideas through presentations, flowcharts and graphs Must have technical skills related to data retrieval and presentment including the Esri suite (ArcGIS Pro, ArcCatalog, ArcGIS Enterprise) , general SQL and VBScript; knowledge of Esri's API for Javascript and API for Python are a plus as well as experience with GeoEvent and field data collection software
  • Some familiarity with AutoCAD and basic interpretation of drawings is a plus
  • Must have analytical skills with the ability to apply, develop, present, and execute the creative solutions
  • Must have verbal and written communications skills with the ability to present and discuss technical information in a way that establishes rapport, persuades others and gains understanding
  • Must have interpersonal skills with the ability to build long-term constructive and cooperative working relationships with co-workers, vendors, management, and outside agencies
  • Must have decision making skills with the ability to recommend strategic direction for the organization and manage continuous improvement projects
