Job Description:Senior Geospatial Applications Technical Specialist - More than 12 years relevant experienceThis is a senior level technical resource with specialized knowledge in geospatial technologies and services provided by Department of State (DOS). The Department of State, the agency responsible for the development, maintenance and administration of the SURE system, is currently engaged in an effort to modernize the SURE system. The new SURE system will be geo-enabled: it will leverage the use of address points and county-based precinct GIS map layers in the statewide voter registration system. The resource must help employ data standardization and other considerations necessary to create a statewide GIS map layer and address point database, supports governance activities for data sharing and service delivery, project assignments associated with this position involve a wide variety of business operations and development and deployment technologies Position Duties:1. An organized structure for data management2. A common map coordinate system used by all counties within the state3. The GIS precinct layer boundary aligns with the statewide county boundary layer4. The layers include a defined standard attribute name for the precinct name and code5. A unique precinct layer file name is used for identifying the county within the state6. The precinct file is generated and delivered in GeoJSON or Shapefile format7. A mutually agreed format is established for map layers to be output from each count’s local GIS system8. Perform requirements gathering and documentation9. Develop and present mapping application design concepts 10. Configure and maintain address verification and geocoding services11. Configure ArcGIS software and database based on requirements and approved design concept12. Follow the software development lifecycle methodology13. Adhere to enterprise processes (i.e. Incident, Change, Release)14. Complete documentation and deployment procedures15. Deploy software configuration throughout multiple environments (i.e. staging, production)16. Develop test scripts, test, and coordinate user acceptance testing across team members17. Anticipate, identify, track and resolve software configuration issues18. Work with necessary personnel to determine if modifications are needed19. Work with team members to ensure solution meets business requirements20. Determine time estimates and schedule for software quality review work and conduct reviews according to schedule21.
