GIS Programmer Analyst

Name of position: GIS Programmer AnalystLocation: Philadelphia PA Job description

• The GIS Programmer Analyst will work with the GIS Project Manager and City of Philadelphia staff to assist in creating a system design document.
• This document will serve as a guide to develop a secure web-based GIS system for evaluating and prioritizing traffic calming requests.
• Development will follow an agile framework and may consider additional data elements and datasets identified during the development process.
• The GIS Programmer Analyst will work with the GIS Project Manager and Department of Streets Information Technology unit to ensure appropriate data inputs, analysis approach and outputs, and system security.
• They will prepare final administrator and user documentation

• Support the GIS Project Manager kickoff, bi-weekly, and closeout meetings.
• Communicate with GIS Project Manager, City of Philadelphia staff, and consultants
• Develop and deploy a web-based GIS traffic calming request system using an agile framework
• Prepare final administrative and user documentation

• Experience with ArcGIS, ArcGIS Online, and Web-based mapping, such as Web App Builder and ArGIS Instant Apps
• Experience GIS data analysis
• Experience GIS application development
• Experience with ESRI Portal and ArcGIS Server
• Experience with building ETL Processes and using Model Builder
• Experience preparing system documentation

• Experience with traffic management and associated data
• Experience with City of Philadelphia GIS resources
• Experience with City works AMS
