Job Description

The Older Youth Director is a position that will be reporting directly to the CWO Operations Director, of Prevention. The Older Youth Director will provide leadership in our practice in pursuing permanency and sustained independence for older youth.

The Older Youth Director will be responsible for planning, organizing, streamlining older youth services, and enhancing resources for DHS’ older youth population. The Older Youth Director will also be responsible for building additional supports for youth prior to aging out of the system that include housing and rental assistance programming. The Older Youth Director will also provide leadership over the Older Youth Transition Unit. This unit is designed to develop transition plans for youth that are on the brink of exiting the system without a solidified plan and are in need of coordinating adult services.

Essential Functions

1. Plan and direct, through subordinate staff, the work activities of the Older Youth Transition Unit and Older Youth Units.

2. Oversee the department’s Act 91 process, ensuring youth are availed of eligible services with a focus on safe diversion and support.

3. Assess process improvement opportunities to increase existing Older Youth programming.

4. Develop and enhance Older Youth services.

5. Establish short-and long-term goals and objectives as well as define the Older Youth section of the department.

6. Streamline the Older Youth array of services for dependent and delinquent youth.

7. Work closely with senior management staff within DHS to address issues impacting the practice of Older Youth services.

8. Work collaboratively with our CUA partners, community-based providers, and other stakeholders to improve the outcomes for children, youth, and families.

9. Establish and maintain collaborative and effective working relationships with direct reports, peers, supervisor, and departmental leaders.

10. Represent CWO Operations Director at meetings and/or other group committee meetings related to the CWO Division.

11. Collaborate with DHS-University to provide practice expertise and review of Older Youth trainings.

12. Design and deliver presentations to internal and external stakeholders on Older Youth Support Services and best practices with resumption eligible youth.

13. Maintain communicate with Older Youth Services contract providers to ensure consistent delivery of services as outlined in scopes of services.

14. Review budgets and monthly invoices to ensure timely programmatic review and processing.

Perform other responsibilities as assigned by the CWO Operations Director.

· Track record in establishing and sustaining collaborative and effective working relationships with direct supervisor, peers, staff, consultants, service providers, and vendors.

· Ability to effectively communicate – verbally and in writing - with a variety of stakeholders including direct supervisor, peers, staff, consultants, service providers, and vendors.

· Ability to synthesize and communicate multiple data sources into clear, concise reports for internal and external distribution.

Qualifications

· Completion of a Master’s Degree at an accredited college or university with major course work in Social Work, Criminal Justice, other Social Science, and/or other relevant fields.

· Minimum of 10 years of experience working in child welfare/behavioral health.

· Minimum of 5 years supervising multiple staff teams.

Additional Information

Successful candidate must have an established bona fide residence in the City one year prior to their appointment, and must thereafter maintain residence in the City.
