Job Description

TheOut-of-School Time (OST)Director of Operations reports to the Chief of Prevention and oversees the operations, oversight, management, strategic planning, financial management and promotion of the OCF funded OST Network of programs. This includes managing a team of over 20 staff embedded at OCF, oversight of intermediaries, a network of organizations subcontracted to deliver after school and summer programming, Philadelphia Reading Coaches, Foster Grandparents, WorkReady investments, E3 Centers, and Mural Arts.

TheDirector of Operation manages two intermediaries each responsible for contracting, payment, monitoring and oversight of community based and school based OST providers and WorkReady system providers, contract conformance and flow of funds to subcontacted providers. The Director of Operations directly supervises the K-8 School Based OST Director, Continuous Quality Improvement Manager, and the Community Based, Specialized, and Older Youth Services Director.

The Operations Director is responsible for overseeing the OCF OST staff and partners providing technical assistance, professional development, and related support services offered to OST providers. Other strategic partners include the Every Hour Counts Coalition, National Institute Out-of-School Time, School District of Philadelphia, philanthropic foundations, as well as any/all intra-city government agencies. The Operations Director is further responsible for coordinating new and existing partnerships to support the mission and vision of high quality OST across the City of Philadelphia in both schools and community based locations.

Essential Functions

  • Ensure the mission and commitments of the OCF OST programs and subcontracts are met.
  • Manage the strategic planning and implementation to further expand the reach of OCF OST programs to new families.
  • Manage and support the internal OCF OST staff.
  • Oversee the operational work of the intermediaries.
  • Manage the OCF OST budgets and fiscal relationships with intermediaries
  • Secure additional resources, as needed, to fully operationalize OCF OST’s program’s priorities.
  • Support and coordinate evaluations of OCF OST in partnership with OCF’s Performance Management Team
  • Development and management of procurement activities.
  • Develop and implement a plan to ensure an adequate and qualified workforce exists for the OCF OST funded system.

Competencies, Knowledge, Skills and Abilities

Fiscal

  • Ability to construct, revise, and provide feedback on budgets
  • Understanding of basic financial principals including budget develop, forecasting and monitoring.
  • Experience collaborating with finance colleagues

Communications

  • Familiarity with basic tenets of communications
  • Comfort working with communications colleagues on tight timelines to articulate great stories
  • Experience working with social media to tell a consistent story

Strategic Planning

  • Ability to create vision, plans, and move work toward completion of measurable goals and targets
  • Experience cultivating relationships with multiple partners and bringing partners together around common goals

Management

  • Experience with direct supervision and leading large teams
  • Develop or supervise development of toolkits, resources, and project planning tools
  • Create systems for shared learning and accountability

Knowledge, Skills, and Abilities

  • Deep understanding of city systems, use of intermediaries to reach strategic goals, and strong belief that all young people can achieve at high levels.
  • Demonstrated commitment to equity and ability to lead and develop others through a lens of diversity, equity, and inclusion.

Qualifications

Minimum Qualifications:

  • Bachelor’s degree in a relevant field required; master’s degree in a relevant field preferred.
  • Ten years of social services or government experience, managing a social service programs and supervising employees.
  • At least 5 years’ experience in Financial Management
  • Excellent computer skills and proficient Microsoft office suite programs. Including but not limited to excel, word, outlook, access and Microsoft Teams
  • Excellent communication skills both verbal and written
  • Knowledge of government contract management and Knowledge and experience in organizational effectiveness and operations management implementing best practices.
  • Demonstrated leadership and vision in managing staff groups and major projects or initiatives.
  • Excellent interpersonal skills and a collaborative management style.
  • Budget development and oversight experience
  • A demonstrated commitment to high professional ethical standards and a diverse workplace.

As a condition of employment with the City of Philadelphia, employees starting employment on or after September 1, 2021 must be vaccinated.
