Job Description:The position will fulfill the role of Project Manager and Request for Proposal (RFP) Development, and comprehensively support the Pennsylvania Fish and Boat Commission (Commission) in all facets of RFP requirements in development, submission, evaluation, negotiation, and award. The position will maintain the role of advocate for the Commission at every stage of the RFP procurement process. The successful candidate for this position must possess direct project management experience of similar sized scope and complexity projects. Familiarity with resource management, conservation, and outdoor recreation is highly desired. aria-hidden="true" The successful applicant must be capable of working independently to meet the objective of developing an RFP using the Commonwealth’s format and assuring compliance with procurement rules. The RFP must succinctly capture the Commission’s need to develop a new automated online stocking authorization application and review system. As the project manager, the incumbent is responsible for developing and maintaining a task list and strict timeline that will meet defined target dates. The incumbent must also develop the Commission’s RFP document, manage the submission, and assist with the vendor evaluation. aria-hidden="true" Project Management: Using approved project management methodology, the project manager shall develop, control, and maintain a project management plan and timetable that will encompass all facets of writing a comprehensive RFP, vendor bid management, evaluation, and assist with evaluation, negotiation, and contract award. aria-hidden="true" RFP Development and Submission: Utilize Commonwealth of Pennsylvania procurement and Governor’s Office of Administration and Information Technology RFP procedures to develop an RFP that will be approved by the Commission for submission that will allow the Commission to receive thousands of proposed stockings requests submitted through an online system and ensure that all proposed stockings of fish into waters of the Commonwealth are reviewed, considered for their ecological risk, and where appropriate, authorized for stocking. aria-hidden="true" Specific system capabilities include the following but may be modified as new information becomes available. aria-hidden="true" • Ability to link to informational pages on Commission website or other hosting locations (i.e., species pages, pond management tips, grass carp permit information, invasive species outreach, agency resources, fact sheets, Propagation and Introduction List, future Fish Health Certificates). aria-hidden="true" • Ability for multiple Commission staff to be able to access the authorization records and to review and provide comments or other information that allow staff approval signoffs or authorization conditions as needed. aria-hidden="true" • System should have the ability to (internally) query specific authorizations via location (i.e., authorization number, municipality, county, species). aria-hidden="true" • System should have the ability for internal (staff) reporting to allow staff users to gather summary information for monthly, quarterly, or annual reporting (e.g., numbers of authorizations issued, species stocked). aria-hidden="true" • System should have the ability to be tracked externally, to enable the applicant to check on the status of an authorization. For example, the status of the authorization could be shown on an applicant dashboard (i.e., status, under review, needs more information, complete). This could potentially reduce the number of status phone calls the reviewing biologist may receive. aria-hidden="true" Develop and document Commission’s program requirements to meet business specifications. aria-hidden="true" Conduct regularly scheduled meetings with subject matter experts, key stakeholders, and Commission staff to ensure expected outcomes are met. aria-hidden="true" Research, document, and recommend best management practices from other states for online authorization (permit) issuing systems that should be considered as enhancements. aria-hidden="true" Document security requirements in accordance with Commission and Commonwealth policies; as well as industry best practices, especially as it refers to system and data security. aria-hidden="true" RFP Evaluation Assistance: Develop and maintain vendor response evaluation metrics for the scoring of all qualified vendors. Assist the Commission in evaluating proposals submitted through the subsequent RFP process to ensure vendors meet all of mandatory RFP requirements as established by the Commonwealth, Department of General Service, and the Governor’s Office of Administration/Office of Information Technology. aria-hidden="true" Assist with question and answer compilation and response, vendor demonstrations, proposal evaluation, and contract negotiations. aria-hidden="true" Provide consultation to the Commission on the scoring of vendors. aria-hidden="true" Provide consultation on negotiating with selected vendor and contract award.
