Job Description

The Software Engineer 3 for the City of Philadelphia’s Department of Revenue you’ll join the team tasked with supporting and enhancing the City’s new centralized tax system (PRISM). You’ll work alongside subject matter experts and software engineers to design and manage updates to a modern application for residents and City staff to use to submit and pay their taxes and other bills. You’ll be primarily responsible for building out APIs, UIs, and data transfers using our core technologies (.NET), following well-documented City and vendor standards. You’ll get to work alongside stakeholders in a variety of different parts of the Department of Revenue as you help design solutions – both from a technological and a process perspective.

Essential FunctionsDevelopment Expertise: Act as one of the team of development experts for PRISM. Manage and support exiting PRISM code base. Work with other developers and subject matter experts to define specifications for PRISM enhancements. Develop, test, and deploy those solutions. Provide technical mentoring for other Revenue IT staff in their area.

Relationship Management: Build and maintain collaborative and consultative relationships with Revenue and City partners related to the PRISM system. Gain an in-depth understanding of partners’ processes and requirements and analyze those to ensure best fit within the PRISM environment.

Participation and Support: Maintain awareness of current practices and future trends in software development and technology as well as best practices related to software development. Represent the OIT and participate in the City community by serving on working groups, project teams, and City committees. Perform other duties as requested.

Competencies, Knowledge, Skills and AbilitiesRequired: Ability to organize work effectively, conceptualize and prioritize objectives and exercise independent judgment based on an understanding of organizational policies and activities. Strong written and oral communication skills (including ability to present ideas in user-friendly, business-friendly, and technical language) and interpersonal skills with a focus on rapport-building, listening and questioning skills. Proven analytical and problem-solving abilities, including ability to anticipate, identify, and solve critical problems. Ability to build effective relationships and strong commitment to working collegially and collaboratively with constituents at all levels in a diverse and distributed environment. Experience with Visual Studio .Net, SQL/SQL Server, or Windows Development

Desired, but Not Required: Experience with the FAST GenTax platform.

Qualifications

At least 3 years of experience developing modern applications in a production environment. High school diploma (or GED) plus course work in computer programming – college, bootcamps, and alternative pathways are all OK; we care more about what you can do than where you learned how to do it.

Additional Information

Salary Range: 75,000 - 85,000
