Job Description

The Managing Director, Greater China Public Affairs is responsible for continuously updating and executing a comprehensive public affairs relationship management program focused on the central government in Mainland China. The role reports directly into the Managing Director, Head of Global Public Affairs based in Toronto, with a dotted line to the Senior Managing Director and Head of Asia Pacific. The successful candidate will oversee a team of three individuals – a manager, an analyst, and an administrative assistant who functions as a shared resource.

The Managing Director will provide expert advice and counsel on policy analysis and public positioning in support of the Public Affairs & Communications (PAC) department’s objectives, including continuing to build awareness and understanding of the Canada Pension Plan Investment Board in order to facilitate investment objectives.

The ideal candidate will be a seasoned professional with a broad understanding of public policy and governmental affairs, combined with deep knowledge of the financial industry.

This position will be based in Hong Kong.

Key responsibilities will include:

  • Maintaining a comprehensive relationship management program focused on the central Chinese government in Beijing; setting engagement priorities
  • Ensuring a local market risk monitoring program – geo-political, legislative, regulatory pipeline – related to policies with the potential to impact CPP Investments’ investment objectives
  • Managing all elements related to local market advocacy initiatives, including proactive education, transaction-specific approvals, and specific advocacy initiatives linked to opportunities and impediments to the business
  • Partnering with CPP Investments’ technical experts (Tax, Legal, Investment Departments) as appropriate
  • Developing briefing materials for relevant meetings attended by the organization’s senior leaders

Qualifications

  • 7- 10+ years experience in a related senior role within public/private sector organizations with meaningful experience living and working in Beijing and navigating central Chinese government
  • Reads, writes and speaks fluent Mandarin as well as English
  • Strong grasp of the financial sector
  • Possesses a track record of providing leadership in tackling government relations, legal, public and regulatory public affairs issues to achieve business objectives, with proven experience working in Asia, and specifically in Mainland China
  • Demonstrated ability to quickly understand the issues facing the organization and the industry in which it operates and be an effective problem solving partner with investment/functional heads and senior executives
  • The successful candidate will be self-motivated, flexible, adaptable and able to work under pressure to meet tight deadlines
  • Possesses excellent organizational, time management and prioritization skills
  • A track record of successful outcomes, which demonstrates tenacity, creativity and discipline
  • Strong relationship-building and influencing skills
  • Openness to travel
