Leading public sector software and services company seeking a full-time Business Development Manager (BDM) to complement our growing team in Columbia, SC. South Carolina Interactive, LLC (SCI) is a part of eGovernment firm NIC, a wholly owned subsidiary of Tyler Technologies (NYSE: TYL). SCI provides development, delivery, and support of Digital Government Services (DGS) including payment processing services, web and mobile applications, websites, and forms to South Carolina state agencies, local government, higher education, and judicial entities. Our technology increases efficiency and reduces costs for governments and their constituents. The Business Development Manager ensures that NIC effectively and accurately:
- Builds Agency Customer relationships while analyzing and tracking new business opportunities
- Expands services and engagement in existing services for Agency Customers and Citizens to drive the growth of DGS across all segments
- Measures implementation of DGS Services across current and potential DGS Agency Customers and Citizens
- Lead in the creation and maintenance of annual growth and outreach plans
- Define the marketing campaign channels (e.g., Customer partnerships, website, events, email blasts, cold calling for new prospects)
- Provide the lead role in defining growth campaign objectives in coordination with corporate marketing team
- Lead in creating a growth and outreach campaign management process
- Establish measurements to track performance against campaign objectives
- Measure and improve the level of Customer and Citizen satisfaction with DGS overall utilizing satisfaction scorecards and surveys
- Report on growth analytics, including monthly growth and outreach campaign analysis information containing Citizen utilization, user analytics (e.g., repeat users, new users, engagement time, views, referral vs. direct user origins), Citizen satisfaction survey results, Citizen facing growth analytics and trends, social media reporting, and recommended changes to improve SC.gov program growth
- Fully understand the NIC model and products, including diverse areas of growth opportunities
- Identify and qualify specific financial growth opportunities and effectively transition the opportunities from capture to close
- Generate leads and present to prospective customers
- Building, maintaining, and growing professional relationships at all levels
- Participate and engage directly in market-facing activities (e.g., trade associations, boards, conferences, and other client-facing activities)
- Assume a leadership role and accountability for potential deals including full capture, stakeholder outreach, and presentation and participating in material creation including sales collateral specific to focused solution areas
- Keep abreast of trends and changes in the business and technical world
- Work with Vice Presidents, General Manager, and corporate marketing team to develop and sustain NIC Business Unit and alliance partner executive relationships through personal meetings, presentations, business networking and/or other business or social gatherings
- Track and provide awareness of electronic government industry award programs where DGS services are eligible, and lead the development, preparation, and submission of applications to external awards

- Bachelor's degree in business, marketing, or related field
- Minimum of five years' related work experience
- Desired experience working with state and local government executive management in selling complex enterprise solutions and services to state government agencies and local government entities
- Desired familiarity with government sales field concepts, practices, and procedures.
